Violation#403 Failed to keep hazardous waste container closed except when adding or removing <br /> hazardous waste. <br /> The bin, which stores the filter press cake is kept closed at all times with the exception of loading or <br /> unloading. All Operators who handle hazardous waste have been instructed to keep the storage <br /> container closed at all times with the exception of when loading the container with hazardous waste. <br /> See attached photo of closed hazardous waste storage container. <br /> The by-lux bright(safety) and paint thinner containers had been stored behind the storage shed, but <br /> were empty of hazardous waste, but had accumulated rain water in them. The rain water was emptied <br /> from these containers by discharging down the onsite sanitary sewer, and the containers were discarded <br /> in the normal trash; see picture from behind shed. <br /> Violation#404 Failed to inspect hazardous waste storage areas at least weekly. <br /> Hazardous waste containers are inspected daily as part of the Operators daily operations of the water <br /> treatment facility. <br /> Violation#407 Contaminated container not marked with date emptied or managed within one year <br /> of being emptied. <br /> Prior to the inspection, all empty herbicide barrels including the ones seen in the retention pond and <br /> half cut barrels had been triple rinsed with water, and the rinsed water with herbicide was then <br /> captured and loaded into spray rig. The rinsed herbicide in the spray rig was then used when applying <br /> herbicide for weed control throughout the City. <br /> After the inspection,the City retrieved all the barrels including the barrels located in the retention pond, <br /> and emptied all barrels that had standing water in them from recent rain into the onsite sanitary sewer. <br /> The half cut barrels were discarded in the normal trash and all other barrels were turned into be <br /> recycled with San Joaquin; see receipt and recycling program information and pictures of retention pond <br /> identifying barrels have been removed. <br /> Currently there are two hazardous waste storage containers on site; 20-yard filter cake container and <br /> Mercuric Bromide test strip container. These two containers are properly closed and marked; see <br /> pictures. <br /> Violation#601 Stored hazardous waste on site longer than 90 days with a permit or authorization. <br /> The twenty-yard hazardous waste container now has an accumulation date on it and the hazardous <br /> waste was taken to a hazardous waste disposal facility; see attached photo of manifest (May 25, 2016), <br /> and accumulation date. <br /> The used Mercuric Bromide test strips now have an accumulation date on it; see attached photo. The <br /> City has recently identified a hazardous waste disposal facility for the disposal of the Mercuric Bromide <br /> test strips, and can only be disposed with an appointment. It is anticipated the Mercuric Bromide test <br /> strips will be disposed of within the next 30-days and a signed manifest will be provided to EHD. <br /> At the time of inspection,the two-1 gallon containers of by-lux bright (safety) red, and one coffee can of <br /> paint thinner were empty of any hazardous waste and only contained rain water in them. These <br /> containers were disposed in the normal trash and no longer on site. <br />
