Violation#301 Facility not maintained to minimize the release of a hazardous waste. <br /> Clean up of the batch tank overflow was completed immediately following the inspection. All of the <br /> contaminated soil from the batch tank to the storm drain inlet was picked up and placed in the <br /> hazardous waste storage container, which stores filter cake. Manual method using rakes, and shovels <br /> were used to pick up the waste and place in 20-yard storage container. The storm drain line from the <br /> inlet to the retention pond was hydro flushed.The waste/water was captured at the inlet of the <br /> retention pond by using a vactor. The vactor was de-watered into the on-site sewer, and the solids were <br /> then emptied into the filter cake storage bin. The hazardous waste residue, which was left inside the <br /> vactor was rinsed ad scraped, and the hazardous waste was then placed in the 20-yard hazardous waste <br /> storage container. The hazardous waste residue in the tractor was rinsed over the 20-yard hazardous <br /> waste container, which all water and residue from the tractor was placed into the 20-yard storage <br /> container. See photos of clean up from batch tank to storm drain inlet and the retention pond. <br /> The filter press sits over two small storage containers and the containers are sitting on a concrete <br /> surface directly over a sanitary sewer inlet. When the filter press is emptied,the filter cake sludge drops <br /> into these two small storage containers. When emptying the filter press into the small storage <br /> containers, small amounts of solid filter cake sludge has a tendency to fall out onto the concrete surface. <br /> If at any time filter cake falls out onto the concrete surface, Operators have been instructed to <br /> immediately pick up and place in the container. Furthermore,the sanitary sewer inlet below the filter <br /> press is screened to catch all solids from entering the sanitary sewer. The filter screen is periodically <br /> cleaned and emptied into the 20-yard storage container; see attached picture of the screened sewer <br /> inlet. <br /> The several oily stains seen in the dirt was picked up by a shovel and placed into a tractor bucket; see <br /> attached pictures of area cleaned up. The tractor bucket was emptied into the 20-yard storage <br /> container. The shovel and bucket of the tractor were rinsed over the 20-yard storage container for <br /> cleaning. In the future if any vehicles or equipment are leaking fluid,the City will place catch pans to <br /> collect any fluid until the leak can be repaired. <br /> The leaking of the one-gallon container of Graffiti Buster was contained to the outside of the one-gallon <br /> can, and no waste had leaked onto any surface. The one-gallon can was placed into a secondary <br /> containment until the one-gallon container of Graffiti Buster was used, and then it was discarded into <br /> the normal trash. There is currently no Graffiti Buster on site. In the future,the City will ensure that all <br /> containers are properly sealed and if any material appears to be leaking fluid,the material will be placed <br /> in secondary containment and/or a new container will be used. <br /> Violation#401 Failed to store hazardous waste in a container that is in good condition. <br /> The Graffiti Buster had leaked onto the outside of the container in which it was stored, but not leak onto <br /> any surface. The City immediately ensured the container of Graffiti Buster was sealed, and then placed <br /> into a secondary container until it was completely used. All the Graffiti Buster was used and is no longer <br /> on site. The empty can of Graffiti Buster was discarded in the normal trash. <br />
