According to Stevan cCarthy and John Sanchez, spent absorbent is being disposed of by placing <br /> in a roll-off bin for non-haz rdous waste that is managed and disposed of by Union Pacific Railroad. No <br /> hazardous determination h s been made for this waste by Herzog (UP Locomotive Maintenance). No <br /> records of disposal or wast analysis were available on site. Any person who generates a waste shall <br /> determine if the waste is a azardous waste. Immediately stop disposal of spent absorbent, make a <br /> hazardous waste determin tion for this waste, and manage it according the Title 22 hazardous waste <br /> regulations. Submit a state ent and supporting documentation explaining how this waste was managed <br /> by March 14, 2012. <br /> 128. Bills of lading for the r cycling of used oil filters for the last three years were not found on site. <br /> According to Stevan McCa by and John Sanchez, used oil filters are drained on site into the facility's <br /> used oil tank, then dispose of into a roll off bin managed and disposed of by Union Pacific Railroad. A <br /> copy of each bill of lading m st be kept on site for at least three years. Immediately locate a copy of all <br /> bills of lading for used oil filt rs for the last three years, maintain them on site, and submit copies to the <br /> EHD by March 14, 2012. <br /> Complete and submit a cop of the Return to Compliance Certification to the EHD by March 14, 2012 <br /> along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork. <br /> "Facility generated 0.82 to s of hazardous waste in 2011. <br /> Note: (corrected on site) An emergency coordinator and modified contingency plan information were <br /> lacking. There must be at le st one emergency coordinator on site or on call to coordinate emergency <br /> response measures, and th following information must be posted by a phone: the name and phone <br /> number of the emergency c ordinator; location of fire extinguishers, spill control equipment, and if <br /> present, fire alarm; and the hone number of the fire department, unless the facility has a direct alarm. <br /> A modified contingency plan was completed and posted at the time of inspection. <br /> Note: Discussed proper han ling, storage, and disposal of metal fines. <br /> Provided: Modified Continge cy Plan template, Schedule of FREE classes, Return to Compliance <br /> Certification form <br /> ALL EHD STAFF TIME ASSOCIATE 9 <br /> WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPEC3jpN AT ANY TIME AT D'S CURRENT HOURLY RATE. <br /> EHD Inspector: e i ed By.
