An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a repeat violation, Class II. 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. The designated operator failed to check and note all required items on the visual inspection reports. -Section V on the 2/22/2019 and 3/22/2019 inspection reports were missing owner/operator's description of follow-up actions about scheduling an overfill prevention test. During the visual inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and shall check all required items on the report. Ensure that designated operators performing visual inspections at this facility are including all of the required information on the reports. This is a minor violation. 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The flexible piping and jumper hoses were observed in both 87 and 91 products in all UDCs preventing a leak to be detected at the earliest opportunity. Any potential release from the primary containment into the secondary containment in the 87 product and 91 product piping does not flow into a UDC collection sump to detect a leak at the earliest opportunity. Immediately contact a properly licensed, trained, and certified contractor to ensure that any releases in the 87 product and 91 product piping flows into the nearest sump for a leak to be detected at the earliest possible opportunity. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a Class II violation. 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill prevention. Overfill prevention testing was conducted on 3/27/19. This test was required to be conducted by October 13, 2018. Ensure all future test is conducted within required time frames. This is a Class II violation. Overall Inspection Comments: The monitoring system certification was conducted today, on 3/27/2019 and was not witnessed by EHD. Looked inside all sumps and UDCs. Verified sensor locations and piping communication. Paperwork inspection was completed on 6/7/2019. A complete report was provided at that time. An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the complete report which replaces the initial checklist. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving the complete inspection report.
