General Plan Amendment Case No.7,Map No.28; <br /> EXHIBIT L <br /> Conditional Use Permit Case No.9,Map No.28 <br /> H.M. Holloway,Inc. (PP16129) <br /> CONDITIONS OF APPROVAL FOR CONDITIONAL USE PERMIT <br /> (1) Development shall be in substantial conformity with the approved plan, and the approved <br /> plan shall be revised to include the following conditions of approval. <br /> (2) The method of water supply and sewage disposal shall be as required and approved by the <br /> Kern County Public Health Services Department/Environmental Health Division. <br /> (3) Fire flows and fire protection facilities shall be as required and approved by the Kern <br /> County Fire Department. <br /> (4) The development shall comply with any requirements of the San Joaquin Valley Air <br /> Pollution Control District. <br /> (5) The areas devoted to outside storage shall be treated with a dust binder or other dust control <br /> measure, as approved by the Director of the Kern County Planning and Community <br /> Development Department. Screening,if required by the base district regulations,shall also <br /> be provided. <br /> (6) All used oil(as defined in Section 25250.1 of the California Health.and Safety Code)shall <br /> be disposed of in accordance with all local, State, and federal regulations following <br /> consultation with the Kern County Public Health Services Department/Environmental <br /> Health Division/Hazardous Materials Section, State of California Department of Health <br /> Services,and the Environmental Protection Agency. All used oil and other wastes shall be <br /> transported by a registered waste hauler. <br /> (7) Prior to commencement of operations,the applicant shall obtain a"hacking"building <br /> permit from the Kern County Engineering, Surveying, and Permit Services <br /> Department/Building Inspection Division to verify compliance with the following <br /> conditions: <br /> (a) The applicant shall receive a Solid Waste Facility Permit from the Integrated <br /> Waste Management Board prior to commencement of operations. Should the <br /> project proponent revise the project operations or layout, the project proponent <br /> shall contact the Solid Waste Division to determine the need for a Solid Waste <br /> Facility Permit Revision. A determination and revision to the permit, if required, <br /> shall be completed and a copy shall be provided to the Kern County Planning and <br /> Community Development Department prior to commencement of any activities <br /> related to the revision in project operations or layout. <br /> (b) Prior to the discharge of any materials into the pits, the applicant shall submit a <br /> letter to the Kern County Planning and Community Development Department from <br /> the California Regional Water Quality Control Board which states that these pits <br /> have been approved for discharge of materials and specifies which specific <br /> materials have been approved for discharge in the revised Waste Discharge <br /> Requirements. <br /> (c) The applicant shall not expand the declared and approved physical limits of any <br /> pit for disposal as shown in the certified Environmental Impact Report or the <br /> Addendum to the Environmental Impact Report;except to trim or prep the existing <br /> pit walls and floors for more efficient operations as a disposal pit, or to remove <br />
