existing soil piles within the approved pit for use as blending or backfill material. <br /> Cut and fill or migration dredging and filling processes for the purpose of pit <br /> expansion and disposal of approved waste streams is prohibited. <br /> (d) The applicant shall adhere to all conditions required by the Solid Waste Facility <br /> Permit as approved by the Integrated Waste Management Board and the Local <br /> Enforcement Agency (Kern County Public Health Services Department/ <br /> Environmental Health Division). <br /> (e) All imported waste streams will be treated or processed off site. <br /> (f) The operator shall maintain a comprehensive quality control/quality assurance <br /> (QC/QA) program for all waste streams. The operator shall maintain a <br /> comprehensive QC/QA program for all waste streams that undergo treatment prior <br /> to receipt (e.g., treated auto shredder waste) or that are produced as a result of <br /> industrial processes(e.g., ash and lime cake). The intent of this requirement is to <br /> assure adequate hazardous waste screening. The QC/QA program report shall be <br /> submitted to the Local Enforcement Agency(Kern County Public Health Services <br /> Department/Environmental Health Division) for review during the exemption <br /> review process. The report should address the new waste streams, waste streams <br /> that undergo treatment prior to receipt(e.g., treated auto shredder waste), or that <br /> are produced as a result of industrial processes(e.g.,ash and lime cake). The intent <br /> of this requirement is to assure adequate hazardous waste screening. The QC/QA <br /> program report shall be submitted to the Local Enforcement Agency for review <br /> during the exemption review process. The report should address the new waste <br /> streams. <br /> *(g) All hazardous materials such as diesel fuel, oils, lubricants, and hydraulic fluids <br /> shall be stored properly and Material Safety Data Sheets shall be on site. <br /> Hazardous waste shall be managed properly. Training shall be provided to all <br /> personnel involved in handling of hazardous materials/waste. <br /> *(h) All wastes (dewatered Class A and B biosolids, spent sandblast media, <br /> cogeneration ash (fly ash),treated auto shredder waste and lime filter cake) shall <br /> be evaluated prior to receipt to ensure that only nonhazardous waste is accepted at <br /> the proposed facility. In the case of any hazardous waste detection, during either <br /> normal testing procedures or special checking of loads, the following procedures <br /> will be strictly adhered to in order to minimize contamination: (a) Immediately <br /> after discovery of the contaminated material, all key personnel will be properly <br /> dressed and equipped to handle the material, and a decontamination area set up; <br /> (b) The limits of the suspected contaminated material will be delineated and the <br /> waste segregated from all nonhazardous waste streams;(c)The suspected material <br /> will then be moved to a specially assigned remote or isolated area of the pit and <br /> marked; (d) There, in isolation,. the material will be retested to confirm <br /> contamination; (e)Upon confirmation of the presence of any hazardous material, <br /> the source of the contaminated waste will then be notified for the material's proper <br /> and immediate removal to a correctly classified landfill. The Local Enforcement <br /> Agency and the California Regional Water Quality Control Board will be <br /> immediately notified of the incident. <br /> *(i) This facility shall only accept dewatered Class A and B biosolids, treated auto <br /> shredder waste, cogeneration ash (fly ash), spent sandblast media and lime filter <br /> cake. Verification must be obtained from the State (CIWMB) of a solid waste <br /> facilities permit that is not subject to the State's disposal reporting system or an <br /> exemption to disposal reporting criteria of these wastes must be submitted to the <br /> GPA#7,Map#28;CUP#9,Map#28-Final Conditions <br /> T: 03/16/16-H:03/15/16 Page 2 <br />
