use good housekeeping practices as the primary tool. The IPM Plan shall include <br /> (but not be limited to) measures to combat vector infestation by ensuring good <br /> drainage of biosolids areas, frequent flushing, clean-up and maintenance of <br /> biosolids disposal edges,and prompt repair of leaking leachate system and rinsate <br /> system pipes and equipment. Secondary measures to be included in the IPM Plan <br /> are,as needed,biological controls including;but not limited to,the use of parasitic <br /> beetles and mites (to control egg and larvae populations) and parasitic wasps (to <br /> control fly pupae populations). When housekeeping and biological controls prove <br /> ineffective,or have provided limited effectiveness,chemicals(i.e.,pesticides)may <br /> supplement the program. When chemicals are used, special care shall be taken to <br /> select and apply chemicals that are compatible with existing biological controls <br /> (i.e.,those that do not kill parasitic wasps). These chemicals will be used only as <br /> necessary and in compliance with Federal and State laws and regulations regarding <br /> pesticides storage, application, and disposal. Chemicals classified as restricted <br /> materials will be applied only under permits issued by the Kern County <br /> Agricultural Commissioner. Bulk pesticides will be applied only by a <br /> State-licensed pesticide applicator. Insecticides will be prepared and applied in <br /> conformance with practices recommended by the University of California <br /> cooperative extension. <br /> The Integrated Pest Management Plan shall contain a record-keeping protocol, <br /> which shall be followed and records kept on site and available upon request by the <br /> Kern County Vector and Mosquito Abatement District and the Kern County Public <br /> Health Services Department/Environmental Health Division. <br /> *(o) The Report of Disposal Site Information shall include a litter control program for <br /> the facility. The litter control program shall include disposal vehicle inspections, <br /> frequency and- distance from entrance gate for roadside litter removal. This <br /> program shall be approved by the Kern County Public Health Services <br /> Department/Environmental Health Division prior to commencement of operations. <br /> (p) This facility has a capacity of 8.35 million cubic yards. No more than 2,000 tons <br /> per day of one or a combination of the following waste streams shall be accepted <br /> at this site: dewatered Class A and B biosolids, spent sandblast media,fly ash <br /> treated auto shredder waste,and lime filter cake. No other wastes may be accepted <br /> at this facility. Acceptance of additional waste streams shall require prior approval <br /> of the California Regional Water Quality Control Board, the Local Enforcement <br /> Agency (Kern County Environmental Health Services Department), and an <br /> amendment to this use permit. <br /> (q) The waste disposal areas,include Pit Areas"E","F","G",and the"F/G Connection <br /> area." Interior areas not occupied by these pits shall be utilized for ancillary uses, <br /> such as overburden storage,truck washing, worker changing facilities, and water <br /> storage. <br /> (r) Buffer areas designated 3.4.1 (Solid Waste Disposal Facility Buffer), 8.3/2.10 <br /> (Extensive Agriculture - Nearby Waste Facilities), or 8.4/2.10 (Mineral and <br /> Petroleum - Nearby Waste Facilities) shall be allowed to continue with existing <br /> land uses,such as mining and agriculture. Ancillary landfill activities,such as gas <br /> or groundwater monitoring, shall also be allowed uses. <br /> (s) Pit"E" shall only receive treated auto shredder waste, fly ash,and lime filter cake <br /> until capacity is met and closed in accordance with the approved closure plans. <br /> GPA#7,Map#28; CUP#9,Map 928-Final Conditions <br /> T: 03/16/16-H:03/15/16 Page 4 <br />
