Local Enforcement Agency and the Kern County Planning and Community <br /> Development Department prior to acceptance of waste. Acceptance of the <br /> following waste streams,(shredded auto tires,concrete/cement rubble,designated <br /> asphalt products and chipped construction lumber) shall be prohibited either for <br /> disposal or for beneficial use. A load check program, as required by Title 27 and <br /> Title 14, [Quality Assurance/Quality Control Program Plan] shall also be <br /> developed and submitted to the Local Enforcement Agency for approval prior to <br /> the acceptance of waste. The load check program and quality assurance/quality <br /> control program will be submitted to the Kern County Planning and Community <br /> Development Department after Local Enforcement Agency approval. <br /> *0) A revised, project-specific, site health and safety plan shall be provided to the <br /> Local Enforcement Agency for approval prior to acceptance of waste. <br /> *(k) The project shall provide a worker changing facility (see Section 3.3.2). This <br /> facility will provide an area where all workers will be required to remove used <br /> personal protective equipment (PPE) prior to leaving the biosolids landfill area, <br /> and where people entering the facility will have to change into their PPE stored at <br /> the worker changing facility. The provision of the worker changing facility is to <br /> provide hygienic conditions to protect the safety of the workers while preventing <br /> the use of work clothes and boots outside of the biosolids work environment. The <br /> changing facility will include portable toilet and washing facilities, and a boot <br /> rinsing area for the workers. <br /> *I. To prevent and avoid any future impacts to the integrity of the well casing <br /> and soil column, the established 50-foot diameter existing soil column <br /> buffer around the plugged and abandoned oil well will be marked and <br /> maintained for future operations. Wastes will be disposed of up against <br /> this soil buffer, such that no voids would occur. The buffer will be <br /> periodically inspected to confirm that its integrity has not been <br /> compromised during operations. An initial inspection will be scheduled <br /> with Department of Conservation/Division of Oil, Gas, and Geothermal <br /> Resources staff prior to April 15,2008. <br /> *2. In the event that any structures will be built by the project within the buffer <br /> zone with the potential to impact the two plugged and abandoned oil wells <br /> (API No. 09261186 and API No. 02935128)the Bakersfield Office of the <br /> Department of Conservation/Division of Oil, Gas, and Geothermal <br /> Resources shall be contacted to inspect the wells and to recommend and <br /> approve any remediation required. <br /> *(1) If during grading,excavation or any other activity, any plugged and abandoned or <br /> unrecorded wells are uncovered or damaged, the Bakersfield office of the <br /> Department of Conservation/ Division of Oil, Gas, and Geothermal Resources <br /> shall be contacted to inspect the well and to approve any remediation required. <br /> Should remedial actions be required, the applicant will be responsible for <br /> implementing the Department-required corrective action. <br /> *(m) Dewatered Class A and B biosolids shall be disposed in the Pit"G" and Pit"F/G <br /> Connection area"only. <br /> *(n) The applicant shall, prior to initiation of the project operations, submit an <br /> Integrated Pest Management (IPM) Plan for approval by the Kern Mosquito and <br /> Vector Control District and the Kern County Public Health Services <br /> Department/Environmental Health Division.
