SPCC Plan:Ralph Hayes&Son,Inc., 20177 S.McArthur or., Tracy,California(October 2020) g
2.4 Conformance with Requirements and Compliance with all
Applicable parts (Ref. 112.7(a)(1) and (a)(2))
The prevention of oil spillage and its reaching navigable water is inherent in the design of the
facility's operating procedures, and is discussed in detail in subsequent sections. In general,
the facility meets the requirements of 40 CFR 112, specifically, 112.7 and 112.8.
The ASTs have appropriately sized secondary containment and the AST systems will be
inspected regularly in accordance with the Steel Tank Institute (STI) SP001 tank inspection
standard, as described in this Plan. Tank 1 is subject to formal external inspections as outlined
in Section 14.2.6 and Table 5 of this Plan.
2.5 Facility Layout (Ref. 112.7 (a)(3))
A Site Map is presented in Figure 2 of this Plan. The figure indicates the direction of surface
water runoff. As required under 40 CFR 112.7(a)(3), the Site Map also indicates the location
and contents of ASTs, transfer areas, location of mobile and portable containers, and location
of site containment structures.
2.5.1 Product Types and Storage Capacity (Ref 112.7 (a)(3)(i))
Provided in Table 4 are the types of oil products and maximum quantities stored at the facility.
Potential spill sources relating to the operation of the facility are presented in Section 4 of this
Plan.
Table 4. Average rainfall is less than 13 inches with all of the
precipitation falling as rain.Drainage generally flows overland towards a drainage canal which
parallels the western boundary of the facility and connects to the Old River to the north. In the
event of a breach of the secondary containment structures, the oil would travel towards the
central portion of the site and likely stay onsite. No storm drains are located at the facility. The
facility has not had a discharge of oil to any waters of the United States.
McGinley Project:Rh1S001 McGinley&Associates Inc.
