WASTE DISCHARGE REQUIREMENTS ORDER R5-2013-0028 -38- <br /> DELICATO VINEYARDS, INC. <br /> DELICATO FAMILY VINEYARDS <br /> SAN JOAQUIN COUNTY <br /> Compliance with these limitations shall be determined annually based on an <br /> approved intrawell statistical analysis that uses methods prescribed in Title 27, <br /> Section 20415(e)(8). This limitation requires intrawell analysis (comparing the well <br /> to historic data collected at the well rather than an upgradient well). <br /> H. Provisions: <br /> 1. The following reports shall be submitted pursuant to CWC section 13267 and <br /> shall be prepared as described in Provision HA: <br /> a. By 1 May 2013, the Discharger shall submit a Wastewater Pond Design <br /> and Pond Liner Construction Quality Assurance (CQA) Plan, and an <br /> Unlined Wastewater Pond Closure Plan. The pond design report shall <br /> specify the final design of the new wastewater storage ponds and liner <br /> systems, including complete pond geometry, liner materials, liner thickness, <br /> seaming methods, and details of anchorage and typical penetrations. The <br /> CQA workplan shall describe the specific construction quality assurance <br /> procedures and test methods that the Discharger proposes to ensure and <br /> verify that the liner subgrade preparation, installation and seaming will <br /> comply with the specifications; the entire liner is tested following installation <br /> to verify that all seams and liner penetrations are leak-free at the time of <br /> acceptance; and the entire liner is inspected for visible material defects and <br /> construction damage such as holes or tears prior to acceptance. The <br /> Unlined Wastewater Pond Closure Plan shall describe the proposed plan to <br /> close the existing two-acre unlined wastewater ponds and convert the area <br /> for supplemental irrigation water storage. The closure plan shall describe <br /> the specific means that will be implemented to prevent percolation of <br /> residual waste constituents in the soil underlying the former wastewater <br /> ponds, including proposed procedures to remove sludge and waste- <br /> containing sediments, provide verification of waste removal, plans for <br /> disposal of those materials, and plans for placement of clean fill or other <br /> lining material to reduce the percolation rate beneath the former pond(s). <br /> b. By 1 July 2013, the Discharger shall submit a Groundwater Monitoring Well <br /> Installation Workplan that describes plans to install an appropriate number <br /> of monitoring wells beneath the expanded LAAs to verify compliance with <br /> the Groundwater Limitations. The workplan shall be prepared in <br /> accordance with, and include the items listed in, the first section of <br /> Attachment D: "Requirements for Monitoring Well Installation Workplans <br /> and Monitoring Well Installation Reports", which is attached hereto and <br /> made part of this Order by reference. The groundwater monitoring wells <br /> shall be designed to yield samples representative of the uppermost portion <br /> of the first aquifer underlying the LAAs. <br />
