WASTE DISCHARGE REQUIREMENTS ORDER R5-2013-0028 -39- <br /> DELICATO VINEYARDS, INC. <br /> DELICATO FAMILY VINEYARDS <br /> SAN JOAQUIN COUNTY <br /> c. By 1 September 2013, the Discharger shall submit a Wastewater System <br /> Improvements Completion Report that that documents the construction of <br /> the two aeration ponds and certifies that the ponds are fully functional and <br /> ready to receive wastewater in compliance with the requirements of this <br /> Order. The report shall also certify that improvements to LAAs 1 through 6 <br /> have been completed as described in Finding 32 and that the LAAs are fully <br /> functional and ready to receive wastewater in compliance with the <br /> requirements of this Order. The report shall include as-built drawings of the <br /> new LAA irrigation and tailwater/storm water runoff control systems. The <br /> report shall include final dimensions and liner specifications of the two <br /> aeration ponds and a Liner Construction Quality Assurance (CQA) Report <br /> that documents all construction observation, testing, and test results for the <br /> pond lining system. <br /> d. By 1 October 2014 the Discharger shall submit a Former Unlined Pond <br /> Closure Report that documents implementation of the approved workplan, <br /> provides results of any analyses performed to characterize soil/sludge <br /> removed from the checks, and describes the fate of the removed materials. <br /> If the work deviated from the approved workplan, the report shall explain <br /> and justify the deviations. <br /> e. By 1 July 2014, the Discharger shall submit a Groundwater Monitoring Well <br /> Installation Report that describes the installation of the new groundwater <br /> monitoring wells required by Provision H.1.b. The report shall be prepared <br /> in accordance with, and including the items listed in, the second section of <br /> Attachment D: "Monitoring Well Workplan and Monitoring Well Installation <br /> Report Guidance," which is attached hereto and made part of this Order by <br /> reference. The report shall describe the installation and development of all <br /> new monitoring wells, and explain any deviation from the approved <br /> workplan. <br /> f. By 1 December 2013, the Discharger shall submit a Groundwater Limitations <br /> Compliance Assessment Plan. The plan shall describe and justify the <br /> statistical methods that are proposed to determine compliance with the <br /> Groundwater Limitations of this Order for the constituents listed in the <br /> Monitoring and Reporting Program. As described in the MRP, Compliance <br /> shall be determined annually based on intrawell statistical analysis that <br /> evaluates temporal trends based on all historic data collected at each well <br /> that uses methods prescribed in Title 27, Section 20415(e)(7 and 8). <br /> g. By 30 January 2015, the Discharger shall submit and implement a Salinity <br /> Reduction Evaluation Report that includes the following: <br /> i. A description of the specific salinity reduction activities performed prior <br /> to adoption of this Order; <br />
