According to the <br />manager, Watts services the forklifts and takes the used oil back with them. If the used oil is not being disposed of <br />on a uniform manifest or a consolidated manifest, the following documentation needs to be kept for each facility to <br />show that the repair business is following California Health and Safety Code Section 25250.12 under Article 13 of <br />Management of Used Oil: <br />-The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any one <br />time. <br />-The address information on where used oil is being transported to. <br />-The date the used oil is generated. <br />Copies of hazardous waste disposal records for used undrained oil filters for the forklifts were not found on site. <br />According to invoice 4304978 (9/17/2018), hydraulic filter waste waste was generated. Per Title 22 California Code <br />of Regulations (CCR) 66266.130, oil filters that are not completely drained need to be managed as hazardous <br />waste. If the oil filters are not going to be drained, immediately start to dispose of them properly according to <br />hazardous waste rules and regulations. <br />Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts <br />used in a consolidated manifesting procedure on site for three years and have them readily available for review. <br />Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site. Start to <br />maintain all required records. <br />This is a minor violation. <br />301 <br />CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br />Ink stains/dried accumulated ink was observed on the ground throughout the facility. In the outside area, oily <br />absorbent/oily staining was observed in several areas. One of the machines near the hazardous waste storage <br />area had an oil leak. <br />Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br />waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean the <br />wastes and fix the leak. Manage the wastes according to Title 22 hazardous waste regulations. Submit a statement <br />and supporting documentation explaining how the wastes and leak were managed. <br />This is a repeat violation, Class II. <br />403 <br />CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />Near Press 6: <br />-One white 5 gallon plastic bucket containing an oily sludge was observed without a lid. <br />All hazardous waste containers shall be closed at all times except when adding or removing waste.
