Inspection Report
State of California-California Environmental Protection Agency Department of Toxic Substances Control
INSPECTION REPORT
I. GENERAL INFORMATION
Company Name: Lodi Chrome (hereafter referred to as LC)
Facility Address: 316 N. Main Street
Lodi, California 95240-0604
Telephone Number: 209-368-4691
EPA ID Number: Previously CAL00003304; recently changed to federal
number: CAR000143776.
Facility Type: Metal plating job shop.
Regulated Units: LC is not authorized to treat any hazardous waste onsite.
According to Mr. Reggie Mason, owner and operator, LC
does not generate any hazardous waste rinse water from
electroplating operations. Mr. Mason stated that the rinse
tanks used in LC's plating processes are "continuous flow"
(e.g., water flows out as fast as fresh water flows in).
Therefore, according to Mr. Mason, the rinse water never
accumulates hazardous materials in sufficient concentration
to make the waste rinse water a hazardous waste. Waste
rinse water is discharged from the facility to the local
sanitation district.
Waste Streams: Entity (E400) analysis and waste code by year analysis
using the Department of Toxic Substances Control's
(DTSC's) hazardous waste tracking system (HWTS) shows
that LC transferred 0.45870 tons of hazardous waste to
offsite facilities in 2003 (see attachment 1). All of this waste
was classified as "degreasing sludge" [California waste code
451 ; Resource Conservation and Recovery (RCRA) waste
code D002 (corrosive)]. According to Mr. Mason, the
"degreasing sludge" is material recovered from the bottom of
an alkaline cleaning tank used to degrease parts before
electroplating.
Regulatory Status: Because of the "continuous flow" rinsing system used by
LC, LC only generates an average of 35 kg of hazardous
waste per month (based on manifest records in the HWTS).
Based on this information, LC appears to be a conditionally
1
