San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Fax:(209) 468-3433 Web:www.sjgov.org/ehd
Large Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
JIFFY LUBE#2322 500 E KETTLEMAN LN LODI August 11, 2015
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste.
In the hazardous waste storage area is an unlabeled white poly drum which is stored in a black 55 gallon steel drum.
The black 55 gallon steel drum has a completed hazardous waste label identifying it as a drum for used
coolant/antifreeze. Lawrence Escobedo confirmed that the white poly drum is where the waste coolant/antifreeze is
stored and that the hazardous waste label affixed to the black 55 gallon steel drum is meant for the waste coolant.
The white poly drum which is 1/4 full of hazardous waste antifreeze does not have any hazardous waste labeling
information on it. The label on the black 55 gallon steel drum has an accumulation start date of 12-19-14. This waste
has been on site longer than 90 days. All hazardous waste containers shall be marked with the following information:
-the words "Hazardous Waste"
- name and address of generator
- hazardous properties
- physical state
-composition (contents)
-accumulation start date
Immediately label the container that contains hazardous waste antifreeze and ensure that all containers of hazardous
waste are marked with all the required information. Since this container has been on site longer than 90 days,
immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of
the manifest to the EHD.
In the hazardous waste storage area is a black 55 gallon drum of hazardous waste oily solids that lacks an
accumulation start date. All hazardous waste containers shall be marked with the following information:
-the words "Hazardous Waste"
- name and address of generator
- hazardous properties
- physical state
-composition (contents)
- accumulation start date
Immediately label this container and ensure that all containers are marked with all the required information. Since it
cannot be determined how long the black 55 gallon drum of hazardous waste oily solids has been on site, immediately
contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest
to the EHD.
This is a repeat violation, Class II.
608 CCR 66266.130 Failed to properly manage used oil and fuel filters.
In the hazardous waste storage area is a black 55 gallon drum of drained used oil filters. This drum is not marked with
the words"drained used oil filters" and lacks an accumulation start date. Used oil filters shall be drained of
free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an
accumulation start date. Immediately mark this drum with the required information and ensure that all used oil filters
are managed in this way.
This is a minor violation.
Received by Inspector: Phone: Date:
(initial): ARIS VELOSO, Senior REHS T(209) 468-3453 08/11/2015
Page 8 of 9
