The following is an itemized list of hazardous waste violations that have not been
addressed for Becker Transmission and Auto Repair as of November06 , 2018 .
Open violations from August 23 , 2018 inspection
Violation #605 - Failed to completely label containers or portable tanks of hazardous waste.
The used oil tank label was missing the hazardous waste properties . Pamela Becker, manager, marked the
hazardous waste properties for the used oil tank at the time of inspection . The 55-gallon drum containing used
antifreeze lacked all of the required hazardous waste labeling requirements. Two 5-gallon blue open buckets , one
containing used oil and two oil filters , and the other containing only used oil , lacked all of the required hazardous
waste labeling information . Christopher Becker, a mechanic and owner of the business , placed the used oil found in
the two buckets into the used oil tank , and placed the two filters in the used oil filter drum . All hazardous waste
containers shall be marked with the following information :
the words " Hazardous Waste '
- name and address of generator
- hazardous properties
- physical state
- composition (contents)
- accumulation start date
Immediately label these containers and ensure that all hazardous waste containers are marked with all the required
information . Since it cannot be determined how long the 55-gallon drum of used antifreeze has been on site ,
immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy
of the manifest to the EHD .
Violation #608 - Failed to properly manage used oil and fuel filters .
Bills of lading for the recycling of used oil filters for 2018 , 2017 , and 2015 were not found on site . A copy of each bill
of lading must be kept on for at least three years . Immediately locate a copy of all bills of lading for used oil
filters for the last three years , maintain them on site , and submit copies to the EHD .
A 55-gallon black drum labeled as and containing drained used oil filters was found with the lid open , several oil
filters and used oil sitting on top of the lid , and lacking an accumulation start date . A 55-gallon red drum containing
used oil filters and a torn label that read used oil filters was found open under a table in the middle of the shop. The
label on the red drum of filters also lacked an accumulation start date . A 5 -gallon blue bucket containing used oil
and two oil filters was found open and unlabeled . Christopher Becker, a mechanic and owner of the business ,
placed the two filters from the bucket into the black used oil filter drum . Facilities that generate up to one ton of used
oil filters per year may store the filters up to one year. Facilities that generate one ton or more of used oil filters may
store the filters for up to 180 days . Since it cannot be determined how long these oil filters have been on site ,
immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD .
A 55-gallon black drum labeled as and containing drained used oil filters was found with the lid open , several oil
filters and used oil sitting on top of the lid , and lacking an accumulation start date . A 55-gallon red drum containing
used oil filters and a torn label that read used oil filters was found open under a table in the middle of the shop . The
label on the red drum of filters also lacked an accumulation start date . A 5-gallon blue bucket containing used oil
and two oil filters was found open and unlabeled . Christopher Becker, a mechanic and owner of the business ,
placed the two filters from the bucket into the black used oil filter drum . Used oil filters shall be drained of
free-flowing oil , stored in a closed , rainproof container, labeled as " drained used oil filters , " and marked with an
accumulation start date . Immediately drain any undrained filters , containerize the filters in a closed container, and
ensure the containers are properly labeled , including the accumulation start date. Ensure that all used oil filters are
managed in this way. Since it cannot be determined how long these oil filters have been on site , immediately recycle
these filters under a bill of lading and submit a copy of the bill of lading to the EHD .
Open violations from June 19 , 2015 inspection
Violation #101 - Managed a hazardous waste without a valid EPA ID number.
This facility' s EPA ID number is inactive. A hazardous waste generator shall not treat, store , dispose of, transport or
offer for transportation , hazardous waste without an EPA ID number. Immediately contact DTSC and reactivate
your EPA ID number and submit evidence to the EHD. A form has been provided .
