Failed to determine if waste is a hazardous waste. Waste paint booths filters are generated from the <br /> paint booth are being thrown into the garbage without first determining its hazardous properties. Paint <br /> booth filters are used to absorb waste solvents. There are 3 ways filters can be hazardous when <br /> disposed: 1. ignitable, 2. contain regulated concentration of toxic heavy metals or 3. contaminated with <br /> F-listed spent solvents. Any person who generates a waste shall determine if the waste is a hazardous <br /> waste. Immediately disposing the paint booth filters, make a hazardous waste determination, and <br /> manage it according the Title 22 hazardous waste regulations. Particles 100 microns or smaller must be <br /> handled as hazardous waste if the metal is determined to be a hazardous waste. Submit a statement <br /> and supporting documentation explaining how this waste was managed. <br /> 11. Failed to minimize hazardous waste. North side, at the Truck Parking, is a dark oil stain that can be <br /> seen beneath a trailer that had leaked hydraulic fluid. East side, at the rented parking spaces for truck <br /> drivers, are several unknown abandon containers not produced by facility's employees: 5 gallon bucket <br /> half full of used oil and several cut up quart size motor oil containers with used oil. Facilities shall be <br /> maintained and operated to minimize the possibility of a fire, explosion, or any unplanned sudden or <br /> non-sudden release of hazardous waste to air, soil or surface water which could threaten human health <br /> or environment. Correct by routinely inspect facilities for unintentional waste left by truck drivers. <br /> Immediately remove the contaminated dirt into a properly labeled hazardous waste drum. Immediately <br /> remove the abandoned used oil into a properly labeled hazardous waste container. <br /> 57, 60, 61, & 62.
