(Pape), is located at 10998
South Harlan Road, French Camp, California. Prior to the Pape acquisition, the
business was operated under the name Central California Kenworth. Business
activities at Pape include sales, rental, lease, and repair of diesel trucks and
equipment, and parts sales. Hazardous materials are stored and used onsite as a
part of daily operations.
The State of California requires certain businesses to provide the local Certified
Unified Program Agency (CUPA) detailed information on the storage of hazardous
materials at the designated facility, in accordance with Chapter 6.95 of the
California Health & Safety Code (H&SC). The H&SC requires that facilities that
use or store such materials at or above threshold volumes submit this information
to their CUPA. The intent of the Hazardous Materials Business Plan (Plan) is to
satisfy federal and state Community Right to Know laws and to provide detailed
information for use by emergency responders. Lawrence & Associates has
developed this Plan to assist Pape in an effort to comply with State and Local
requirements.
All persons at the facility qualified to serve as emergency coordinators must
be thoroughly familiar with the contents and use of the Plan, with the
operations and activities of the facility, and with the locations of all hazardous
materials records maintained by the facility. This Plan should be reviewed
annually and updated when emergency contacts or procedures change, or when
material inventories increase by quantities of 25% or more.
This Plan was prepared by Ms. Janet S. Bailey, Associate Geologist/Registered
Environmental Assessor (REA), employed by Lawrence & Associates, with the
essential participation of Mr. Bryan McCampbell, Pape Environmental & Facilities
Manager and Mr. John Bernadicou, General Manager. This Plan was prepared
under the supervision of Mr. Bryan W. Gartner, Principal Geologist and Senior
REA. Ms. Bailey was assisted by Lawrence & Associate's clerical, drafting, and
senior personnel to complete the Plan.
Lawrence & Associates' work activities included the following:
1. Review of corporate-level health and safety documents:
a) Hazardous Communications Plans;
b) Health and Safety binder, including employee training information;
