Box 1810 <br /> Stockton, CA 95201 <br /> REVIE IV OFFOURTH QUARTER/ANNUAL 2001 MONITORING REPORT, CORRAL <br /> HOLLOW SANITARYLANDFILL, SANJOAQUIN COUNTY(CASE NO. 1896) <br /> We have reviewed the Corral Hollow Sanitary Landfill, Fourth Quarter/Annual 2001, Groundwater and <br /> Surface Water Monitoring Report, dated 30 January 2001. <br /> MW-5 Analysis and Landfill Gas Extraction System <br /> T ual monitoring report indicates increasing trends in EC, TDS, chloride, PCE and vinyl chloride <br /> i W-5 as well as decreasing trends in pH, acetone, chloromethane, and dichloroflouromethane. The <br /> gas colle'c'tion system has been operating since 1 June 2001, one year. The County states that the system <br /> "is currently operating." A compliance evaluation study must be included in order to determine the <br /> effectiveness of the corrective action system (gas collection) in accordance with WDRs Order No. 5-01- <br /> 176 F.6.c. Reporting Requirements which state, "A comprehensive discussion of the compliance record, <br /> and the result of any corrective actions taken or planned which may be needed to bring the Discharger <br /> into full compliance with the waste discharge requirements." The Landfill Gas Extraction System has <br /> been operating for one year and VOCs continue to impact groundwater sampled from MW-5. There is <br /> no discussion regarding the Landfill Gas Extraction System regarding mass removal rates, sampling of <br /> gases, results of sampling(e.g., constituent concentrations), amount of gas condensate and where it is <br /> disposed, operational history of the system,map of the system, and whether the system is effectively, <br /> functioning. <br /> The County must address the effectiveness of the Landfill Gas Extraction System by 1 October 2002 as <br /> an addendum to the 2001 Annual report and ensure that subsequent monitoring reports include an <br /> update. <br /> MW-4 Analysis <br /> Increasing trends were found for nitrate and EC in MW-4. Therefore,tolerance limits were not updated <br /> for these parameters this quarter. As noted on page 7-2 of the CAP, an increasing trend in nitrate- <br /> nitrogen may be used to prove that corrective action activities are effective.
