S A N J O A U I Environmental Health Department <br /> — C)U NTY— <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> EUGENE CAFFESE 5475 S VAN ALLEN RD, STOCKTON <br /> September 30, 2020 <br /> T! <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 10 HSC 25508.1(a)-(f) Failed to electronically update the HMBP within 30 days of substantial change in <br /> operations. <br /> During the inspection the following chemicals were observed onsite, but were not updated in the California <br /> Environmental Reporting System(CERS) since 2014: hydraulic fluid(275 gallons), gasoline(1,000 gallons; <br /> previously reported as 500-gallons), diesel (12,000 gallons, previously reported as 1,000 gallons), oxygen <br /> (278 cubic feet, previously reported as 20 cubic feet), motor oil(520 gallons, previously reported as 110 <br /> gallons), used lubricating oil(500 gallons), urea nitrate(2,500 gallons), N-P-K Mixed Dry Blend Fertilizer <br /> (1,000 pounds), and sulfur-90(2,000 pounds).The business has not updated and submitted the information <br /> within 30 days of change. Within 30 days of one the following events, business shall electronically update <br /> the information submitted to the California Environmental Reporting System(CERS): <br /> -A 100 percent or more increase in the quantity of a previously disclosed material. <br /> -Any handling of a previously undisclosed hazardous materials <br /> -A change of business address, business ownership, or business name. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 11 HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. <br /> During the inspection it became evident that facility employees did not receive an adequate emergency <br /> response contingency plan training. The business plan shall include provisions for ensuring that appropriate <br /> personnel receive initial and annual refresher training. <br /> All employees shall be trained in safety procedures in the event of a release or threatened release of a <br /> hazardous material, including, but not limited to, familiarity with the following plans and procedures: <br /> (A) Immediate notification contacts to the appropriate local emergency response personnel and to the <br /> unified program agency. <br /> (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or <br /> damage to persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> This training shall be documented electronically or by hard copy and shall be made available for a <br /> minimum of three years. <br /> Immediately provide employee training for appropriate personnel and submit a copy of the training records <br /> to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> The inspection checklist was provided via email to Eugene Caffese Farms <eecfarms@aol.com> at the time of <br /> FA0005274 PR0525784 SCO01 09/30/2020 <br /> EHD 19-01 Rev.9/16/2020 Page 3 of 4 Hazardous Materials Program OIR <br /> 1868 E.
