The following is an itemized list of hazardous waste violations that have not been addressed for EL CAMINO TIRES (WILSON) as of December 23, 2020. Open violations from October 02, 2020 inspection Violation#101 -Managed a hazardous waste without an identification number. OBSERVATION: This business has an inactive hazardous waste ID number in the California Department of Toxic Substances Control (DTSC)database. The inactive number is CAL000325370. REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification (ID) Number.A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to reactivate your ID number. Immediately reactivate your ID number and submit evidence to the San Joaquin County Environmental Health Department within 30 days. ❑ This violation was corrected ❑This violation will be corrected by(date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation#110-Failed to keep signed copy of manifests from the designated facility for three years. OBSERVATION: The business operator could not provide hazardous waste disposal records from 10/2/2017-1/1/2020 for used oil, oily absorbent, and paper and metal oil filters. According to the manager, Ivan Montijo,the records before 2020 were kept in a warehouse that caught on fire and he was not able to locate the documents. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. CORRECTIVE ACTION: Provide a copy of disposal records from 10/2/2017-1/1/2020 for all hazardous wastes including used oil, oily absorbent, and paper and metal oil filters.
