Also oily staining and oily debris were observed inside the secondary <br /> containment of the the indoor new oil storage tank area, located immediately adjacent to the waste oil <br /> storage tank. <br /> REGULATION GUIDANCE: All facility spill control equipment shall be maintained as necessary to assure its <br /> proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring all secondary containments into proper working order by removing the liquid <br /> and debris in the secondary containment and placing in the proper waste container and handle them as <br /> required. Provide a corrective action statement to the San Joaquin County Environmental Health <br /> Department within 30 days indicating how this violation was corrected. <br /> This is a minor violation. <br /> 304 CCR 66262.34(4)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The following area does not have adequate aisle space: four 55-gallon containers of used <br /> drained oil filters were observed adjacent to the secondary containment of the new motor oil storage tank <br /> area. The two 55-gallon containers, located immediately adjacent to the wall did not have adequate isle <br /> space to allow for unobstructed movement of personnel. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed <br /> movement of personnel, fire protection equipment, spill control equipment, and decontamination equipment <br /> to any area of facility operation in an emergency, unless it can be demonstrated to the Department that aisle <br /> space is not needed for any of these purposes. <br /> CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of <br /> personnel, fire protection, spill control equipment, and decontamination equipment to any area of facility <br /> operation in an emergency.
