S A N J O A U I Environmental Health Department <br /> — C)U 'r Y—. <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> EUGENE CAFFESE 5475 S VAN ALLEN RD, STOCKTON September 30, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 406 CCR 66261.7 Empty HW or HM container greater than 5 gallons not managed per this section. <br /> OBSERVATION: Several empty containers >5-gallons in capacity which previously held a hazardous <br /> material were observed onsite(located int he indoor area adjacent to the new oil storage area).These <br /> containers had no adequate labeling. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including <br /> hazardous waste must be managed per Title 22 California Code of Regulations(CCR) section 66261.7. <br /> Refer to this section and California Department of Toxic Substances Control guidance for more information. <br /> 66261.7 (f)A container or an inner liner removed from a container larger than five gallons in capacity which <br /> is managed pursuant to subsection(e)of this section shall be marked with the date it has been emptied and <br /> shall be managed within one year of being emptied. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and <br /> manage within one year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a <br /> corrective action statement and supporting documentation to the San Joaquin County Environmental Health <br /> Department(EHD)within 30 days how this violation was corrected. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> The inspection checklist was provided via email to Eugene Caffese Farms <eecfarms@aol.com> at the time of <br /> inspection, a full report was provided (via email) on 10-2-2020. Complete and submit a copy of the Return to <br /> Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or <br /> will be taken for each violation, and any supporting paperwork, by 11-2-2020. <br /> To minimize person to person contact, EHD chooses to write the name of the person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152). To schedule an appointment, please call (209) 468-3420. <br /> Documents provided along with this inspection report: EHD's schedule of free training classes, modified <br /> contingency plan template, HHWF brochure, and hazardous waste label instructions. <br /> Waste streams found: used oil and drained used oil filters. <br /> The following minor first-time violations were corrected onsite at the time of inspection and were documented as <br /> notes: <br /> 1) A complete modified contingency plan was not posted at the facility.
