Facility/Permit Number: <br /> WASTESOLID FACILITY I 39-AA-0026 <br /> 16. Self Monitoring: <br /> a. Results of all self-monitoring programs as described in the Report of Facility Information,will be reported as follows: <br /> Program Reporting Facility Agency Reported To <br /> 1. A record of weather conditions shall be <br /> maintained. The record shall include: rainfall, Keep on site and available upon request of LEA LOCAL ENFORCEMENT AGENCY(LEA) <br /> wind conditions,and unusual meteorological <br /> occurrences. <br /> 2. A report of quantities of yard waste received at <br /> the facility,finished product removed from the QUARTERLY LEA <br /> facility,and waste removed from site,shall be <br /> provided to the LEA on a quarterly basis <br /> showing monthly breakdowns. The records <br /> shall indicate the quantities in tons and include <br /> weight and record data. The records shall be <br /> submitted to the LEA by the 15th day of the <br /> subsequent month. <br /> 3. Temperature of the active compost shall be Keep on site and available upon request of LEA LEA <br /> monitored and recorded as specified in the <br /> California Code of Regulations,Title 14, <br /> Division 7,Articles 3&4(14 CCR). The <br /> following records shall be kept for the <br /> windrows: number,size and age of windrows, <br /> daily temperature and frequency of aeration. <br /> 4. A special occurrence log must be kept on site Keep on site and available upon request of LEA LEA <br /> (i.e.fires,explosions,accidents,inadvertent <br /> acceptance of hazardous waste). <br /> 5. In addition to storm water monitoring records a QUARTERLY LEA,RWQCB <br /> log shall be kept for leachate monitoring. One <br /> sample of leachate shall be taken from each of <br /> the first five composting batches of feed stock <br /> generating leachate and analyzed for organo- <br /> phosphates,using EPA method 8140,plus <br /> nitrate testing(14 CCR,Section 17876(A)1). <br /> MONTHLY LEA <br /> 6. One sample per 5000cy of finished compost <br /> must be taken and analyzed at a Department of <br /> Health Services laboratory. Samples shall be ^� <br /> analyzed for constituents required pursuant to <br /> 14 CCR,Section 17887. <br /> MONTHLY LEA <br /> 7. Finished compost will be analyzed for metals as tj <br /> 'specified in 14 CCR,Section 17887. <br /> MONTHLY LEA, CIWMB <br /> 8. A certification that pathogen reduction criteria 46, <br /> are met must be completed using CIWMB <br /> Form 5000. Submit this to the LEA. <br /> YEARLY LEA <br /> 9. Submit an annual report to EHD by January 31, <br /> of each calendar year summarizing all reporting <br /> requirements(i.e.material quantities and test <br /> results) <br /> 8 <br />
