Weber Ave.
Stockton, California 95202
Subject: Amendment to Report of Compost Site Information,
Facility Permit No.39-AA-0026
DearMr. Hu yin ;
The purpose of this letter is to formally request an amendment to our Report of
Compost Site Information. The specific conditions that we are requesting to be amended
include yard trimming storage and permitted traffic volume.
1. Yard Trimming Storage
LEA condition#11 currently states"Yard trimmings must be processed at facility
within 72 hours of arrival on site." We request that the allowable time yard waste can be
stored on site prior to processing be increased to a maximum of 15 days. in this way an
adequate amount of greenwaste can be accumulated to allow 2-5 consecutive days of
grinding. The current condition allowing only 72 hours of accumulation would require
that we operate the grinder 1-3 hours per day three times per week.
This requested change will not alter or compromise any of the specific permit
conditions concerning vectors, odor, fire or other nuisances. The Scotts Company is
mmitted to continuing the various site management and quality control standards we
-currently employ. The Scotts Company has hired an additional laborer to work
lusively in the area where the yard trimmings will be processed. His duties will
G include daily temperature monitoring of the various stock files and elimination of
standing water to reduce opportunities for flies to breed. The yard waste materials will be
processed promptly if either unpleasant odors develop an migrate off-site or an
imminent fire hazard develops.
The facility 31:hgULfU will continue to be utilized and the site is equipped
with 20,000 gallons of onsite water storage for immediate fire suppression. Additionally,
#2 water trucks are permanently stationed at the facility for use with hourly dust control
and fire suppression. Fire-lanes will be maintained around the stockpile areas at a
minimum rdth:nf 12%
Enclosed is a site map showing the designated area for yard trimming stockpiles
and processing.
