A meeting was held on <br /> October 4, 2001, at your request. The meeting was attended by R. Scott Baker and Aaron <br /> Leach of the Scotts Company, and by Mike Huggins, Steven Shih, and Robert McClellon <br /> of San Joaquin County Environmental Health Division. As you recall, the discussion <br /> centered on the temperatures generated by the green waste that is brought in from <br /> Sacramento County and stored for fifteen days prior to processing. The program was <br /> started in July. The Environmental Health Division(EHD) was assured that green waste <br /> temperature(s) would not be an issue. The EHD approved the program with the following <br /> conditions: <br /> 1) All composting activities shall be conducted in a manner that minimizes vectors, odor <br /> impacts, litter,hazards, nuisances, and noise impacts; and minimizes human contact <br /> with, inhalation, ingestion, and transportation of dust, particulates, and pathogenic <br /> organisms. (14CCR 17867 (a)(2)). <br /> 2) The operator shall provide fire prevention, protection and control measures, <br /> including,but not limited to,temperature monitoring of windrows and piles, adequate <br /> water supply for fire suppression, and the isolation of potential ignition sources from <br /> combustible materials. A fire lane of a minimum of 12 feet in width shall be provided <br /> to allow access to all operation areas. (14 CCR 17867 (b)(1)). <br /> 3) The operator shall record the quantity and type of feedstock received and quantity of <br /> compost and chipped and ground material produced. (14 CCR 17869 (d)). <br /> 4) Any violations may result in this Amended RCSI to be modified, suspended or <br /> revoked.
