There are still several areas of concern in the RCSI that needs <br /> to be addressed. Comment on these issues in detail: <br /> 1. Dust control measures to repress Aspergillus spores - Describe the standby <br /> equipment for the water truck. <br /> 2. Submit a copy of the resume of the local facility manager. <br /> 3. After grinding 30% of the incoming yard waste, (pg. 1-3) a storage area for <br /> this waste is still being planned at the bagging plant. Green waste storage area <br /> should be included in the permitted area. <br /> 4. A compliance monitoring section is lacking. Below are listed the specific test <br /> requirements for composting green wastes. Account for all testing in this <br /> section. <br /> A. Daily temperature readings of compost per 100 feet of windrow or 250 <br /> cubic yards of active compost (CCR 17876). Weekly temperature <br /> readings of non-active compost per 100 feet of windrow or 250 cubic <br /> yards (CCR17876 (5). <br /> B. Leachate testing of organo-phosphates using EPA method 8140 with one <br /> sample of leachate from five separate composting batches, plus nitrate <br /> testing (CCR 17876 (A) 1). These test results should also be sent to the <br /> Regional Water Quality Control Board. <br /> C. Environmental Health Standards - metal concentrations testing as <br /> outlined in CCR 17887. Representative composite sample for every <br /> 5,000 cubic yards of green compost produced shall be tested. <br /> D. Pathogen Reduction Standard - pick a method to be utilized as outlined <br /> A Di%ision of San Joaquin County Health Care Services <br />
