as a BMP for storm water. The area in question has several large low spots that allow leachate runoff to <br /> pond during the wet season. Cnt inspection photos do not indicate t onding problem so staff has <br /> included in Figure 3 and 4 a wet season photo and a current dry season photo for comparison. Staff has <br /> recommended to Scotts personnel that the low areas and discharge channels should be "graded to drain" <br /> from the site. In addition, the area requires installation of BMPs (i.e. waddles, hay bales, silt fencing, <br /> hydroseed) to help eliminate and/or reduce pollutants leaving the site. Discharge channels along the <br /> southern boundary should be cleared of debris and constructed to properly drain in preparation of the wet <br /> season (Figure 5). <br /> Staff inspected the southern property boundary reviewing and evaluating BMPs down to the center drain <br /> and ponding area where storm water sample SP-5 is collected. The existing BMPs (hay bales and grass <br /> buffer) need reconditioning. Hay bales installed to scrub runoff are weathered and breaking down and <br /> likely to be ineffective. Also, the grass buffer along this area is thin and reseeding is necessary to be <br /> effective. As shown in Figure 7, compost piles are within 50 feet of facility boundary. Staff has discussed <br /> this with Scotts personnel The center drainage and ponding area contained an excessive amount of trash <br /> requiring cleanup. The center culvert as shown in Figure 8 should be cleaned of debris in preparation of <br /> the wet season. <br /> BMPs inspected along the eastern portion of the facility consisted of a grass buffer and berm below the <br /> compost and raw material piles. As shown in Figure 9 and 10, the grass buffer is fairly wide and the stand <br /> of grass is at this location, which protects Potter Creek from runoff. The grass buffer appears to be an <br /> appropriate BMP for the east side slope. Staff recommends the dirt berm be reconditioned prior to every <br /> wet season. <br /> Staff inspected the ash pile that Scotts plans to use as filler in their soil blending operation. Staff has <br /> requested that Scotts use the ash in hopes of reducing the current stockpile. Scotts has agreed not to <br /> receive additional ash material for stockpiling until Scotts presents a plan that will isolate the ash from <br /> storm events to prevent either wind-borne contaminants or contact storm water from entering Potter <br /> Creek. As shown in Figure 11, the ash pile is exposed to the elements. Scotts has placed hay bales at the <br /> base of the stockpile to contain or slow contact storm water from leaving the site. Staff recommends the <br /> hay bales be replaced as needed. <br /> The site inspection ended at the manure stockpile. It was evident from site observations the manure <br /> stockpile has not been contained within the site boundaries and that BMPs installed to protect Potter <br /> Creek have been ignored. As shown in Figures 12 through 14, manure has been pushed into Potter Creek <br /> and has come into contact with surface water where leachate has formed. Staff has recommended Scotts <br /> pull back all manure from the creek and reestablish appropriate BMPs to prevent discharge to Potter <br /> Creek and remove all manure slough from the roadway. <br /> 2 <br /> Approved: <br />
