CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTION REPORT <br /> DATE: 29 October 2008 <br /> FACILITY: Scotts Company Linden Facility <br /> DISCHARGER: The Scotts Company <br /> LOCATION & COUNTY: Linden, San Joaquin County <br /> CONTACT(S): Spencer , Raul Lopez <br /> INSPECTION DATE: 28 October 2008 <br /> INSPECTED BY: Todd A. Del Frate <br /> ACCOMPANIED BY: <br /> SUMMARY: <br /> Conducted a site inspection of the Scotts Company Facility in Linden, San Joaquin County. The <br /> inspection focused on evaluating site conditions with respect to potential ponding of leachate formed <br /> during the wet season and evaluating existing BMP's. Current site conditions on this visit indicated that <br /> inventory of bagged product and stored raw products was near capacity. The site appeared to have <br /> acceptable house keeping with the exception of a few areas discussed below. The Scotts facility is <br /> organized in a narrow, north-south configuration. The most glaring issue observed was the maintenance of <br /> the manure pile and assorted loose trash at the south end of the facility. These observations are discussed <br /> below. <br /> Observations made from the north end (entrance) of the site included pallets of bagged product ready for <br /> distribution. The inspection proceeded south past the bagging plant and an initial stop was made at the <br /> maintenance shop. As shown in Figure 1, oil and lube products are dispensed from an exterior product <br /> rack. As shown in Figure 1, it is apparent that oil and grease have been spilled and that cleanup measures <br /> have not been taken. In addition, runoff from this area is not contained. This area could be contributing to <br /> exceedences of EC, TDS, and total metals reported in the Annual Monitoring Report. Staff recommended <br /> the area be cleaned up and that housekeeping continue. <br /> The inspection continued south past the bark dump and screening operation where the pavement ended <br /> and the drive surface turned to compacted soil. In previous site inspections staff had identified potential <br /> water quality concerns with the southern half of the facility. This is the area where raw and processed <br /> materials are stored and where compost activities take place. Materials are moved from stockpile to <br /> processing by heavy equipment. The areas off the drive path tend to be heavily rutted and will hold runoff <br /> during the wet season. Staff had observed this condition in previous site inspections. Staff had requested <br /> that Scotts grade these areas to eliminate potential for ponding as shown in Figure 2. Figure 2 is from a <br /> May 2007 site inspection. <br /> Staff continued the inspection toward the southern property boundary where runoff from the facility ponds <br /> and exits the near the southwest corner of the property.
