May ENFORCEMENT 1978 <br /> TAGENCY <br /> FACILITY LOCATION AP <br /> 18012 N. Cluff Avenue, Lodi, California 1978 <br /> FINDINGS <br /> I. FINDINGS : <br /> A. This existing facility is a large volume transfer station open to <br /> coumercial and public vehicles . The lk acre station site is located <br /> at 18012 N. Cluff Avenue, Lodi, San Joaquin County, California. The <br /> station site consists of a dwelling, office, vehicle storage building, <br /> repair and storage building and a wash down area. The fiber baler <br /> and reclamation bins are located in the yard area of the site. The <br /> entire transfer station is on an asphalt and concrete surface. Loads <br /> containing recoverable materials are dumped by hand, with the aid of <br /> a Case Front End Loader, and a Towmotor Fork Lift. Remaining non- <br /> , salvageable wastes are disposed of at the Harney Lane' Sanitary Landfill. <br /> Hazardous wastes are not accepted at the transfer station. An average <br /> of 40 to 50 tons of wastes are processed per day. Operating hours <br /> are 7 :00 a.m. to 5 :00 p .m. , Monday through Friday and 7 :00 a.m. to <br /> 12 :00 p.m. on Saturday. During the months of August and September, <br /> the site is open seven days per week, from 7 :00 a.m. to 5 :00 p .m. <br /> Additional information concerning the facility' s design and operation <br /> is included in the Plan of Operation forLargeVolume Transfer Stations . <br /> Several expansion plans are in progress as development occurs that <br /> would increase site capabilities to 300 tons per day. <br /> C. The following documents condition the design and operation of this <br /> facility: <br /> 1. San Joaquin County Use Permit #5013 . <br /> 2 . San Joaquin County Use Permit #72-164-. -- <br /> This permit is granted solely to the operator named above, and is not transferable. Upon a change of <br /> operator, this permit is subject to revocation. Upon a significant change in design or operation from <br /> that described in this permit or in attachments thereto for the existing design and operation of a <br /> facility operating immediately prior to August 15, 1977, or from the approved intended *design and <br /> operation of a facility which was not operating prior to August 15, 1977, or which herein is-granted <br /> a permit modification, this permit is subject to revocation, suspension, modification or other <br /> appropriate action. <br /> This Permit does not authorize the operation of any facility contrary to the State Minimum standards <br /> for Solid Waste Handling and Disposal.
