<br /> FINDINGS
<br /> I. FINDINGS:
<br /> A. This existing facility is a large volume transfer and resource recovery station
<br /> open to commercial and public vehicles. The 6 acre station site is located at
<br /> 1102 N. Cluff Avenue, Lodi , San Joaquin County, California. The station site
<br /> consists of a dwelling, Loffice, vehicle storage building, repair and storage
<br /> building, a wash down area, a resource recovery building, a scale and scale
<br /> house, and a loading ramp. The fiber baler and reclamation bins are located
<br /> in the transfer area of the site. The entire transfer station is on an asphalt
<br /> and concrete surface. Loads containing recoverable materials are dumped by
<br /> hand, with the aid of a front end loader, tractor, and a fork lift. Remaining
<br /> non-salvageable wastes are then transferred into 50 foot live bottom transfer
<br /> trailers and transported to the Sanitary Landfill .
<br /> Hazardous wastes are not accepted at the.,transfer and resource recovery station.
<br /> An average of 40 to 50 tons of wastes are processed per day. Operating hours
<br /> are 7:00 A.M. to 5:00 P.M. , Monday through Friday and 7:00 A.M.- to 12 :00 P.M.
<br /> on Saturday. During the months of August and September, the site is open seven
<br /> days per week, from 7:00 A.M. to 5:00 P.M.
<br /> Anticipated reclaimable materials expected at 5% of total volume.
<br /> Equipment to be used at the site include: 3-50 foot live bottom trailers,
<br /> 2 cabover tractors, 1 front loader tractor, 1-6000 pound fork lift, 6 to 12
<br /> reclamation containers, 1-2000 pound capacity fiber-baler, and 1 woodchipper.
<br /> Additional information concerning the facility's design and operation is included
<br /> in the Plan of Operation for Large Volume Transfer Stations. Tentative and Final
<br /> Maps will be available upon completion.
<br /> B. The legal description of the site is all that land located in the Northeasterly
<br /> one quarter of Section 6, T3N, R7E, MDB&M, and more particularly described as
<br /> follows :
<br /> This permit is granted solely to the operator named above, and is not transferable. Upon a change of
<br /> operator, this permit is subject to revocation. Upon a significant change in design or operation from
<br /> that described in this permit or in attachments thereto,for the existing design and operation of a
<br /> facility operating immediately prior to August 15, 1977, or from the approved intended *design and
<br /> operation of a facility which was not operating prior to August 15, 1977, or which herein is'granted
<br /> a .permit modification, this permit is subject to revocation, suspension, modification or other
<br /> appropriate action.
<br /> This permit does not authorize the operation of any facility contrary to the State Minimum Standards
<br /> for Solid Waste Handling and Disposal. This permit cannot be considered as permission to violate
<br /> existing laws, ordinances, regulations, or statutes of other government agencies.
