June 11 , 1985 I . FINDINGS A . This existing facility is a large volume transfer and resource recovery station open to commercial and public vehicles . The six (6) acre station site is located at 1333 E. Turner Road , Lodi , San Joaquin County , California. The station site consists of a dwelling , office , vehicle storage building , repair and storage building , a wash down area , a resource recovery building , a scale and scale house , and a loading ramp . The fiber baler and reclamation bins are located in the transfer area of the site. The entire transfer station is on an asphalt and concrete surface . Loads containing recoverable materials are dumped by hand , with the aid of a front end loader , tractor , and a fork lift . Leaves and wood are routed tothe composting area and wood grinding area. Remaining non-salvageable wastes are—when—t-ra-rrs-f-er-r.e_d_ into 50 foot live bottom transfer trailers and transported to the Sanitary Landfill . Hazardous wastes are not accepted at the transfer and resource recovery station . An average of 40 to 50 tons of waste are processed per day . Operating hours are 7 :00 .m. to 5 :00 p .m. , Monday through Sunday . Anticipated reclaimable materials expected at 15% to 25% of total volume . Equipment to be used at the site include : 4-50 foot live bottom trailers . 4 cab-over tractors , 4 front loader tractors , 1-6000 pound fork lift , 6 to 12 reclamation containers , 1-2000 pound capacity fiber-baler , 1 woodchipper , and 1 compost turner. Additional information concerning the facility ' s design and operation is included in the Plant of Operation for Targe Volume Transfer Stations . Tentative and Final Maps will be available upon completion . B. The legal description of the site is all that land located in the Northeasterly one-quarter of Section 6, T3N , R7E, MDB&M, and more particularly described as follows : This permit is granted solely to the operator named above, and is not transferable. Upon a change of operator , this permit is subject to revocation . Upon a significant change in design or operation from that described in this permit or in attachments thereto for th-e existing design and operation of a facility operating immediatley prior to August 15 , 1977 , or from the approved intended design and operation of a facility which was not operating prior to August 15 , 1977 , or which herein is granted a permit modification , this permit is subject to revocation , suspension , modification or other appropriate action .
