OBSERVATION: The diesel STP sump sensor was raised approximately two to three inches up the sump saddle and off the lowest point of the sump and not located to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. This was corrected on site.This is a Class II violation.304CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. OBSERVATION: Approximately one cup of liquid was observed under dispenser containment (UDC) 1/2, indicating a leak in the primary containment. REGULATION GUIDANCE: All primary containment for the UST system must be product tight. CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component(s), under permit and inspection of the EHD if necessary. This was corrected on site.This is a Class II violation.306HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre-Jul 2003). OBSERVATION: Liquid was observed in the diesel STP sump and under dispenser containment (UDC) sump 1/2 . REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. CORRECTIVE ACTION: The service technician removed aproximately two cups of liquid from the diesel STP sump and UDC 1/2 sump.
