S b N J 0 A Q U I N Environmental Health Department <br /> CCU NTY <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AMERON INTERNATIONAL 1 10100 W LINNE RD,TRACY October 18, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> -Ten black metal 55 gallon drums of primer, two black five gallon buckets of paint, and a one gallon metal container <br /> of unknown contents were observed next to the hazardous waste storage area. The HSEQ Engineer, Denisse <br /> Vignon, stated that this is material that they are no longer using. Any person who generates a waste shall determine <br /> if the waste is a hazardous waste. Immediately make a hazardous waste determination for the primer, paint and <br /> unknown material and manage it according the Title 22 hazardous waste regulations. Submit a statement and <br /> supporting documentation explaining how this waste was managed. <br /> This is a repeat violation, Class II. <br /> 115 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> Manifest numbers: <br /> -009811811FLE (12/21/2016) <br /> -005895359SKS (4/19/2017) <br /> were found without a signed off copy from the destination facility. Manifest numbers: <br /> -005329963SKS (3/16/2016) <br /> -005522197SKS (7/19/2016) <br /> were not found on site. Hazardous waste generators shall retain copies of all manifests signed off by the <br /> destination facility on site for three years and have them readily available for review. If the generator did not receive <br /> a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's <br /> waste was submitted within 35 days of the date the waste was accepted by the initial transporter, the generator shall <br /> contact the transporter and/or the owner or operator of the designated facility to determine the status of the waste. <br /> If the generator did not receive a copy of the signed off copy of the manifest within 45 days of the date that the <br /> waste was accepted by the initial transporter, the generator shall submit an Exception Report that includes a legible <br /> copy of the missing manifest, and a cover letter signed by the generator explaining the efforts to locate the <br /> hazardous waste and the results of those efforts. Exception reports shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit an exception report to DTSC. Submit to <br /> the EHD a copy of the signed off copy of the manifests or a copy of the exception report submitted to DTSC. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> The secondary containment outside the maintenance shop had a sludge collected in the low spot and an oil spill <br /> underneath the three blue 55 gallon drums. All facility communications or alarm systems,fire protection equipment, <br /> spill control equipment, and decontamination equipment,where required, shall be tested and maintained as <br /> necessary to assure its proper operation in time of emergency.
