The HSEQ Engineer, Denisse Vignon, stated that this is material that they are no longer using. Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a hazardous waste determination for the primer, paint and unknown material and manage it according the Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was managed. This is a repeat violation, Class II. 115 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. Manifest numbers: -009811811FLE (12/21/2016) -005895359SKS (4/19/2017) were found without a signed off copy from the destination facility. Manifest numbers: -005329963SKS (3/16/2016) -005522197SKS (7/19/2016) were not found on site. Hazardous waste generators shall retain copies of all manifests signed off by the destination facility on site for three years and have them readily available for review. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 35 days of the date the waste was accepted by the initial transporter, the generator shall contact the transporter and/or the owner or operator of the designated facility to determine the status of the waste. If the generator did not receive a copy of the signed off copy of the manifest within 45 days of the date that the waste was accepted by the initial transporter, the generator shall submit an Exception Report that includes a legible copy of the missing manifest, and a cover letter signed by the generator explaining the efforts to locate the hazardous waste and the results of those efforts. Exception reports shall be submitted to: DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 Immediately locate a copy of the missing manifests or prepare and submit an exception report to DTSC. Submit to the EHD a copy of the signed off copy of the manifests or a copy of the exception report submitted to DTSC. This is a repeat violation, Class II. 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. The secondary containment outside the maintenance shop had a sludge collected in the low spot and an oil spill underneath the three blue 55 gallon drums. All facility communications or alarm systems,fire protection equipment, spill control equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure its proper operation in time of emergency. Immediately begin this practice. This is a repeat violation, Class II.
