E. The transfer station has a peak daily load of 2000 tons. <br /> F. Standard operating procedure is that waste material will be dumped and recoverable <br /> materials will be hand sorted and mechanically separated. Plastics, cardboard and other <br /> 'recyclables are pushed to the baler for processing. Wood and brush are crushed with a <br /> tractor and shipped off site for fuel. Non-recyclable materials are pushed into the <br /> loading pit and transfer vehicles are then covered and weighed upon exiting and hauled <br /> to a landfill. <br /> G. Composting materials (leaves, agricultural products, separated organic material, food <br /> processing wastes) are delivered to the composting area. Upon receipt, the material is <br /> placed in windrows 8 feet high, 18 feet wide and approximately 300 feet in length. <br /> Composting is achieved through natural aerobic process. Water and oxygen are added <br /> on a regular basis. This is accomplished by the use of"scarab" aeration which turns and <br /> aerates the windrows. Water is added as necessary to maintain 30% moisture. <br /> Processing time varies from 6 weeks to 8 months depending on type of material being <br /> composted. The finished product is sold as a soil amendment for agricultural application. <br /> Used oil shall be recycled in a manner approved by the LEA and CIWNM. The E.P.A. <br /> number is CAD 08720 8344. This facility conforms to the Health&Safety Code Section <br /> 25250.11 which is exemption from a hazardous waste facility permit. <br /> H. The facility has implemented a hazardous waste screening program in response to state <br /> laws which prohibit the handling of hazardous waste at the station. <br /> This program is designed to control the disposal of prohibited wastes at the station and <br /> to provide for proper removal and disposal of such wastes if detected. <br /> If hazardous waste is discovered, the hauler will be told he must remove the hazardous <br /> wastes for shipment to licensed disposal site. Within 90 days the station must remove <br /> any detected hazardous wastes. <br /> Additional measures may be required by the Local Enforcement Agency (LEA). <br /> I.
