Box 265 <br /> Victor, CA 95253 <br /> RE : Central Valley Waste Services Permit Revision <br /> Dear Mr . Vaccarezza : <br /> This letter is in response to your correspondence of June 3 , 2002 . The following is in response <br /> to the issues outlined in your letter . <br /> The telephone conversation that took place on April 22 , 2002 , was a result of receiving copies of <br /> the letters you sent to the Central Valley Waste Services personnel over the past several years . I <br /> was concerned that some of the issues listed in the correspondence were not made known to the <br /> Environmental Health Department until now. <br /> Most of the issues listed in your correspondence appeared to have been resolved with the <br /> operators of the facility . The most recent correspondence expressed concern over noise on the <br /> weekends and you requested that the facility operators curtail weekend grinding operations . That <br /> correspondence was dated September 24 , 2001 . The earliest correspondence was dated August <br /> 45 1997 . I assured you that these issues would be looked at during the next monthly inspection . <br /> The issue of shrapnel from the tub grinder appeared to have been resolved due to the relocation <br /> of the grinder. You stated concerns over maintaining the recyclable material onsite for long <br /> periods of time might lead to vector problems . The facility is required to maintain a vector <br /> control program . Vector control was cited as an Area of Concern during the April 30, 2002 <br /> inspection and the facility operators have been working to correct the deficiency. The odors that <br /> were detected during recent monthly inspections have been light . <br /> Your concern over noise , dust and vibration has been noted . As I discussed with you during the <br /> telephone conversation, I have drafted a Stipulated Agreement with the facility operators to <br /> conduct a noise , particulate and vibration study within 30 days of operation of the new <br /> equipment . The agreement requires the facility operators to mitigate noise , dust and vibration <br /> levels that are determined to have an adverse impact within 90 days of the study. The agreement <br /> also requires that the operator consider the levels found in the EIR when determining adverse <br /> impact . I would be happy to provide you with a final copy of the Stipulated Agreement as per <br /> your request . <br />
