URS
October 4, 2004 OCT 0 6 200,E
tr"u'
Mr. Robert McClellon
Supervisor R.E.H.S. //''. 5
San Joaquin County Environmental Health Department
304 East Weber Avenue,Third Floor
Stockton, California 95202-2708
Subject: Addendum to the Work Plan to Install Additional Gas Migration Monitoring Probes
World Enterprises Site
Stockton, California
Dear Mr. McClellon:
URS has prepared this work plan addendum(addendum)to install additional gas migration monitoring
probes at the World Enterprises site in Stockton, California on behalf of RadioShack. This addendum
was prepared to address San Joaquin County Environmental Health Department's (SJCEHD)review
comments on the work plan dated September 13, 2004. This addendum was prepared following our
discussions with Mr.Ted Tasiopoulos of your office. Portions of the September 13, 2004 work plan not
affected by this addendum will be followed.
BACKGROUND
URS prepared a work plan dated September 13, 2004 for the World Enterprises site located in Stockton,
California(Figure 1)to address SJCEHD concerns identified in the your letter to Tandy Corporation
(currently known as RadioShack)dated July 13, 2004. Following the submittal of the work plan, an e-
mail message was received from Mr.Tasiopoulos on September 23,2004 transmitting SJCEHD
comments on the work plan. The following information was transmitted in this e-mail message:
"However, one of the changes in the work plan we are requiring is regarding the time that
sampling will be performed upon construction of the first two probes. Our understanding is that
sampling the probes for gas detection immediately after they are constructed would not
suitable/best in obtaining accurate readings. In most cases you will get little or no methane
readings on the date of construction. What we need to see from you is an addendum specifying
that the sampling will be performed at least one day after the construction, especially since these
readings will be used to determine the location for construction of the other two probes."
Following receipt of this e-mail message,URS contacted Mr. Tasiopoulos to ascertain additional
information regarding the above requirements. Based on our understanding of our discussion with Mr.
Tasiopoulos,if the locations of the second set of probes are not determined by the methane measurements
from the first 2 sets of probes, the above requirement would not apply. During our conversation with Mr.
Tasiopoulos,he was advised of our revised plans to install the second set of probes. Mr. Tasiopoulos
thought that the revised plans were acceptable. The revised plans are described in the following section.
URS Corporation
2520 Venture Oaks way, Suite 250
Sacramento, CA 95833-3200
Tel: 916.679.2000
Fax: 916.929.7263
