A N J O A Q U IN Environmental Health Department <br /> COUNTY— <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Penske Truck Leasing Co., LP 800 E Pescadero Ave,Tracy November 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> OBSERVATION: The facility has a hazardous waste tank but does not have three years(11-16-2017 to <br /> 11-16-2020)of complete daily tank inspection records. <br /> -Operator could not provide daily tank inspections for one 500-gallon used oil tank and one 100-gallon used <br /> antifreeze tank for the past three years. <br /> Note: Operator stated he does not recall if daily tank inspections are being performed. <br /> REGULATION GUIDANCE: <br /> (a)The owner or operator shall inspect,where present, at least once each operating day: <br /> (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br /> (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous <br /> waste (e.g.,wet spots, dead vegetation); and <br /> (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection (a)of this section. <br /> CORRECTED ON SITE. <br /> This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed in the hazardous waste storage area with incomplete <br /> labeling. The containers were: <br /> -One 55-gallon container with used paper oil filters observed with no accumulation start date. Operator corrected on <br /> site by adding accumulation start date, referenced most recent disposal receipt. <br /> -One 15-gallon container with used oil observed lacking hazardous waste label.
