Box 28507 <br /> Santa Anna, CA 92799 <br /> NOTICE OF VIOLATION AND REPORT OF 9 DECEMBER 2022 INSPECTION, <br /> STOCKTON VERDE MOBILE HOME PARK WASTEWATER TREATMENT FACILITY, <br /> SAN JOAQUIN COUNTY <br /> The Stockton Verde Mobile Home Park (MHP) Wastewater Treatment Facility (WWTF) <br /> is regulated under State Water Resources Control Board's (SWRCB) General Waste <br /> Discharge Requirements for Small Domestic Wastewater Treatment Systems Order <br /> WQ-2014-0153-DWQ (General Order) and implemented for this site by the Central <br /> Valley Water Board Notice of Applicability (NOA) Order WQ 2014-0153-DWQ-R5356. <br /> Monitoring and Reporting Program (MRP) WQ 2014-0153-DWQ-R5343 is included with <br /> the NOA. Stockton Verde MHP, LLC (hereafter Discharger) is responsible for operation <br /> of the WWTF and compliance with the General Order, NOA and MRP. <br /> According to the NOA issued on 27 April 2021, "the WWTF was recently constructed <br /> and has a design capacity of 35,000 gallons per day. Treated effluent will be discharged <br /> to forty existing drywells for disposal." <br /> On 9 December 2022, Central Valley Water Board staff conducted an inspection of the <br /> WWTF and was accompanied by Mr. Shane Brodie (MHP Manager), and Mr. Joe <br /> Burnett, Wastewater Treatment Plant Operator. Central Valley Water Board staff <br /> observed that the WWTF has not been fully constructed and is inoperable at this time. <br /> Currently, wastewater is being treated by an older WWTF, that was previously permitted <br /> through San Joaquin County. The existing WWTF appeared to be in poor condition and <br /> during the inspection staff observed a vacuum truck removing material and liquid from <br /> the wet well adjacent to the WWTF. The existing NOA prescribes requirements for <br /> discharge and monitoring with the understanding that membrane filtration and ultraviolet <br /> light disinfection would occur, prior to discharge. The NOA also approved discharge into <br /> seepage pits. The discharge to ponds is not approved in the NOA. As observed by staff, <br /> and explained in the inspection report, this is not happening.
