Impact Discussion: a- + The California Department of Fish and Wildlife Natural Diversity Database lists Andrena subapasta {an andrenid bee) as rare , endangered , or threatened species or habitat located on or within two miles of the site for the .proposed project. Referrals have .been sent to the San Joaquin Council of Governments (SJCOG) ; the agency responsible for verifying the correct implementation of the San Joaquin County Multi- Species Habitat Conservation and Open Space Plan (SJMSCP) , which provides compensation for the conversion of Open Space to non-Open Space uses which affect the plant, fish and wildlife species covered by the Plan . SJCOG responded to this project referral that, as there was no ground disturbance proposed with the project, the project is not subject to the SJMSCP . Any future ground disturbance at the site will be subject to the SJMSC.P . PA 2000107 (ZR) and PA-2000109 ( MS )— Initial Study 9
