f:
MEM®
September 26, 1997
To: Doug Wilson,Supervisor,Unit III
From: Steven Mindt,Sr.RENS,Unit II
Subject: Possible Asbestos land disposal
During an inspection on July 24, 1997,of a cannery feed operation permitted by our
Department,located at 2355 W. Rollerson Road,and owned by Mr. Ted Witt,I noticed a
large pile of what appeared to by commercial brake linings. I asked Mr. Witt what he used
these for and he replied that he used them as a road base. I said I would check on whether
that was O.K. I talked to a person at the CIWMB,and at several others at various facilities,
but they were not sure if brake linings are hazardous. On September 22, 1997 another
inspection was done, the pile was being applied to the roadway,Mr. Witt was not around. I
next contacted a brake relining shop. They gave me the number of Bendix(1800-231-
3726). I contacted a Steve Loiselle at this number. He indicated that there was at least a
50%chance that these linings contain asbestos. He gave me another number(248)362-
7232,of a Walter Tar,with product developmentto get more information. He stated that
there is a good chance that there is asbestos in commercial brake linings and should not be
crushed. Since this may be a Hazardous Waste problem,I am referring this problem to your
unit. Enclosed are photos I took on 9/22/97.
