As we discussed with
Mr. Ted Witt, it is my understanding that Mr. Witt blended approximately 200 cubic yards of Carlisle
brake linings along the feedlot roads for winter access. The Material Safety Data Sheet for the linings and
your sampling results indicate that the linings do not contain asbestos and you indicated that the material
is also accepted at the local landfill. Based on the site inspection, the surrounding land use, and the small
quantities and type of material the use of this material does not appear to present a threat to public health
and safety or the environment and the site could not be considered for funding under the Solid Waste
Cleanup Program. It would appear to be acceptable to apply the remaining 20 cubic yards of linings on
the site along the roads, but it would be inadvisable for Mr. Witt to accept or use any additional linings in
the future due to possibly accepting loads containing asbestos or other hazardous materials. In addition,
future dispersion of brake linings at this site may be considered solid waste disposal and, as such, would
require permitting and regulation under the Public Resources Code.
If you have any questions or comments please contact me at(916)255-1193.
Sincerely,
Wes Min ermann, P.E.
Associate Waste Management Engineer
Remediation, Closure,and Technical Services Branch
cc.
