Irerracon <br /> LIMITED SITE INVESTIGATION <br /> VACANT PROPERTY <br /> 23577 S. MOUNTAIN HOUSE PARKWAY <br /> TRACY, SAN JOAQUIN COUNTY, CALIFORNIA <br /> Terracon Project No. NA197074 <br /> November 13, 2020 <br /> 1.0 SITE DESCRIPTION <br /> The site is an approximately 135-acre tract of land located at 23577 S. Mountain House Parkway, <br /> Tracy, San Joaquin County, California (assessor's parcel number [APN] 209-080-26). The site <br /> currently consists of vacant land (see Exhibit 1 —Topographic Map). A former Chevron pipeline <br /> (currently owned by Crimson California Pipeline) and two PG&E natural gas pipelines run through <br /> the southwestern corner of the property within a 50-foot-wide easement from northwest to <br /> southeast. The Crimson pipeline has operated since 1952 and transports crude oil from Kern <br /> County to refineries in the San Francisco Bay Area. On December 4, 2003 a farmer ruptured the <br /> Chevron crude-oil pipeline with a piece of farming equipment which resulted in an oil spill at the <br /> property estimated by Chevron to be 31,500 gallons. An estimated 16,800 gallons of oil was <br /> cleaned up by the excavation of the impacted soil and vacuuming free-product. Approximately <br /> 14,700 gallons of oil was estimated to remain in the subsurface soil. The excavated area near the <br /> pipeline release is still visible at the site. <br /> In March 2004 Kleinfelder submitted a work plan for limited soil and groundwater assessment in <br /> the vicinity of the ruptured former Chevron pipeline. In 2005 Kleinfelder implemented the scope <br /> of work as described in the work plan and collected soil samples. Based on the Kleinfelder <br /> assessment TPH was identified in soil borings in the area of the excavation. As a requirement of <br /> the SJC-EHD, and to comply with the requirements of the SSCR, the following LSI is proposed to <br /> collect data from the property to addend the SSCR currently in review with the SJC-EHD. <br /> A Topographic Map showing the site location is included as Exhibit 1, a Site Diagram showing an <br /> satellite image of the site is included as Exhibit 2, and a site detail showing boring locations is <br /> included as Exhibit 3 in Appendix A. <br /> At your request, Terracon performed the LSI to respond to the SJC-EHD letter dated August 15, <br /> 2019, which identified the following environmental site concerns. <br /> 2003 Chevron Pipeline Crude Oil Release: On December 4, 2013 a piece of <br /> farming equipment ruptured a former Chevron crude oil pipeline that bisects the <br /> subject property. Approximately 31,500 gallons was released, 16,800 gallons was <br /> estimated to have been recovered, and 14,700 gallons remain in onsite soils. <br /> Some of the impacted soil was relocated to the southern portion of the property <br /> and stockpiled.
