STATt OF CALIFORNIA M PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD ,,RaW
CENTRAL VALLEY REGION —
3443 Routier Road, Suite A
Sacramento, CA 95827-3098VP
?
PHONE: (916)361-5600
FAX: (916)361-5686
R E IVE D
3 September 1992 SEP 0 & 1992
ENVIRONMENTAL HEALTH
Mr. Dale J. Ramey PERMIT/SERVICES
City of Ripon
259 N. Wilma Ave.
Ripon, CA 95366
CITY OF RIPON LANDFILL, SAN JOAQUIN COUNTY
Enclosed is a copy of Waste Discharge Requirements (WDRs) , Resolution
No. 65-69. These WDRs have never been rescinded. Prior to deciding whether
to update or rescind Resolution No. 65-69, we need to determine whether the
landfill is an active site. We inspected the Landfill on 5 August 1992 and
found that it was still in use, although it appears that only vegetative
wastes are being discharged to the landfill .
Continued operation of the Landfill means that it must be regulated under
California Code of Regulations, Title 23, Division 3, Chapter 15,
(Chapter 15) , which applies to the discharge of waste to land. The Landfill
may also be regulated by the San Joaquin County Public Health Services under
Title 14 of the California Code of Regulations.
If the City decides to close the landfill , then only the closure requirements
of Title 14 and Chapter 15 may apply. You may wish to discuss Title 14
closure requirements with San Joaquin County Public Health Services.
We request the City of Ripon inform the Regional Board by 1 November 1992
concerning its future intent to operate or close the City of Ripon Landfill .
If you have any questions regarding Chapter 15 requirements, please call
Robert Evans at (916) 361-5737.
WILLIAM J.
