Page 2 - continued Friends of the River : <br /> period of a few weeks , a limited amount of indust- <br /> rial sewage could be placed in our sanitary ponds . <br /> However, if the water level in the river was <br /> ,maintained above 2000 cfs for extended periods , <br /> both our industrial and sanitary ponds would be <br /> seriously affected. <br /> c) The City of Ripon does not discharge sanitary <br /> nor industrial sewage effluent to the River. <br /> The elevation of the levees for sanitary sewage <br /> was set by the State Water Resources Control <br /> Board to be 61.0 , U . S .G. S . datum. The State <br /> Water Resources Control Board was fully aware <br /> of potential problems when they supported our <br /> plans for discharging our industrial waters <br /> onto our land. Everyone expected that Melones <br /> Dam would be operated to minimize flooding , and <br /> that effects on our sewer facilities would be <br /> minimal . Before Melones was cor_:pleted, the <br /> flood periods were relatively short . No one <br /> would expect the situation to becoi-e worse when <br /> the darn was in operation. Even levels of <br /> 2000-3000 cu ft/second or more would not be <br /> expected for more than a few weeks at most . <br /> Since such levels would be expected to injure <br /> agricultural crops along the river if maintained <br /> for extended periods the Corps of Engineers would <br /> not be able to hold to their responsibility of <br /> protecting the property along the River . <br /> We hope the above gives you some insight to the fact that <br /> any flows above the normal low flows. experienced in the last few <br /> years , would be detrimental to the percolation process . <br /> Very truly yours , <br /> Edmund F .
