Andrews <br /> Dear!Ms_. .Andrews : <br /> Regarding your letter of May 7 , 1982 addressed to Mayor , <br /> City of Ripon, you are advised of the following" <br /> 1) The second paragraph of your letter is correct. Flows <br /> of 2 ,000 to 3 ,000 cubic feet per second in the Stanislaus <br /> River in the vicinity of the Ripon sewage facilities <br /> certainly do adversely affect the operation of our ponds . <br /> This amount of flow and any greater flow, raises the water <br /> table in the vicinity of our ponds and considerably <br /> reduces the percolation rate . <br /> 2) Regarding the third paragraph of your letter : <br /> a) It has always been assumed that the flow levels <br /> would be at a minimum amount to maintain fish <br /> life . As the years have gone by and the River <br /> has gradually been damned with the addition of <br /> Donnells , Beardslee and Tullock reservoirs <br /> (Tri-Damn Project) and the completion of New <br /> Melones Dam and Reservoir in 1978, we have felt <br /> that the flows in the River would be kept at the <br /> minimum. We would not expect flown of 8 ,000 cubic <br /> feet per second more thanonceor ,twice in a hundred <br /> (100) years , and then for not more than a week or <br /> two at a time . <br /> b) For- these rare. occasions only the industrial sewage <br /> ponds would be inundated , and. -v,ould be re-buil <br /> after the water had receded. .
