1. proprietary interest in the City of Stockton Regional Waste- <br /> 2 water Control Facility or any other part of the Regional System <br /> 3 as it now exists or as herein or otherwise provided to be <br /> 4 hereafter enlarged and improved, <br /> 5 SECTION 3. COVENANT OF COOPERATION FOR PARTICIPATION IN <br /> 6 CALIFORNIA CLEAN WATER GRANT PROGRAM <br /> 7 The parties to this Agreement do hereby covenant with each <br /> 8 other to take all actions for orderly development of the <br /> 9 Regional System and to comply with all requirements of the <br /> 10 California Clean Water Grant Program available for financing <br /> 11 the construction of eligible wastewater facilities required for <br /> 12 use by either or both parties . <br /> 13 SECTION 4. EFFECTIVE DATE OF BEGINNING OF OPERATIONS <br /> 14 For the purpose of this Agreement the date on which sewage <br /> 15 flow is first permanently diverted from the County Hospital <br /> 16 sewage treatment plant to the Regional System shall be the <br /> 17 effective date of beginning of operations pursuant to this <br /> 18 Agreement. <br /> 19 SECTION 5. CITY OF STOCKTON REGIONAL SYSTEM <br /> 20 The City shall use its existing facilities and shall <br /> 21 provide, acquire, enlarge and construct facilities for the <br /> 22 common transmission treatment and disposal of wastewater , and <br /> 23 disposal of byproducts of such treatment as needed to implement <br /> 24 the Regional System to accomplish the purpose of this Agree- <br /> 25 ment. Such Regional System shall consist of interceptor sewers , <br /> 26 pumping staL-ions on such interceptor sewers , and the treatment <br /> 27 and disposal facilities.
