<br />PA-1900284 – Informational Letters 12 <br />San Joaquin Valley Ai'" Poflutbn Control Distric t <br />District Reference No. 2021004 7 <br />February 4, 2021 <br />The District offers the fo llow ing comments: <br />1) Project Related Criteria Pollutant Emissions <br />1a) Construction Emissions: <br />Page2 <br />Although the construction-related emissions are expected to ha ve a less than <br />significant impact, t he District suggests that the County ad vise project proponents <br />w ith co nstruction-related exhaust emissions and activ ities resu lting in less th an <br />significant impact on a ir quality to util ize the c leanest reasonably available off-road <br />construction fleets and practices (i.e. eliminating unnecessary idling) to further <br />reduce impacts from construction-related exhaust emissions and activit ies. <br />2) District Rules and Regulation <br />The District issues permits for many types of a ir polluti on sources and regul at es some <br />activities not requiring permits. A project su bject to District rules and regu lation wo uld <br />reduce its impacts on air quality through compliance w ith regulatory requ ireme nt s. In <br />general, a regulation is a collection of ru les, each of w hich deals w ith a specific topic. <br />Here are a couple of example , Regulation II (Perm its) deals w ith permitting emission <br />sources and includes rules such as District pe rm it requ irements (R ule 2010), and New <br />and Mod ified Stationary Source Re v iew (Rule 2201 ). <br />2a) District Rules 201 0 and 2201 -Air Quality Permitting for Stationary So urces <br />Stationary Source emissions include any bui lding , structure , facility, or insta llatio n <br />which emits or may emit any affected pollutant directly or as a fugitive em ission. <br />District Rule 201 O requires operators of emission sources to obta in an Authority to <br />Construct (A TC) and Permit to Ope rate (PTO) from the District. District Rule 2201 <br />re quires that new and modified statio nary sources of emissions mit igate their <br />emissions using be st availab le control technology (BACT). <br />This Pro ject will be s ubject to District Rule 201 O (Permi ts Re qui red) and Ru le 2201 <br />(New and Modified Stationary Sou rce Re view) and w ill require District perm its. <br />Prior to com menc ing construction on any permit-requi red e qu ipment or process, <br />a fina lized Authority to Constru ct (ATC) m ust be issued to the Proje ct propon ent <br />by t he District.
