SAN J O A R N Environmental Health Department <br /> i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> 7-ELEVEN INC#32190 4943 S HWY 99 , STOCKTON April 22, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 319 CCR 2635, 2637.2,2665, 2712 Failure to comply with overfill prevention equipment requirements. <br /> OBSERVATION: The measurements for the 89 mechanical flapper used as the overfill prevention system have a 2 <br /> inch difference on the 12/10/18 inspection results(81.75 inches)and the 1/22/21 inspection results(79.75 inches). <br /> EHD records and site work orders do not indicate any changes in spill containers or overfill flappers in that time. <br /> REGULATION GUIDANCE:All UST systems must be equipped with an approved,functional overfill prevention <br /> device at all times during delivery operations. <br /> CORRECTIVE ACTION: Immediately determine the accurate measurements and shutoff percentage calculations <br /> for all overfill prevention devices at this facility, and submit a written explanation and any corrections to the EHD. <br /> This is a Class II violation. <br /> 327 CCR 2638(a), 26410)Leak detection equipment not installed/calibrated/operated/maintained per manufacturer <br /> instructions. <br /> OBSERVATION: The 87 and 91 electronic line leak detectors did not set off gross line fail alarms or PLLD shutdown <br /> alarms when tested. Both stopped flow of product at the turbine. Upon further inspection, the technician <br /> determined that both were incorrectly programmed in the monitoring panel to monitor tanks T4 and T6,which do not <br /> exist at the site. <br /> REGULATION GUIDANCE:All monitoring equipment shall be installed, calibrated, operated, and maintained in <br /> accordance with manufacturer's instructions, and certified for operability, proper operating condition, and proper <br /> calibration. <br /> CORRECTIVE ACTION: The technician reprogrammed the leak detector set up in the monitoring panel at the time <br /> of inspection. Ensure that all leak detection equipment is properly programmed and maintained at all times. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 22, 2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
