10.1.1 Proper Tank Filling and Product Dispensing <br /> All new personnel who are expected to refuel vehicles and equipment are trained on proper fuel <br /> dispensing protocol by a trained supervisor. <br /> 10.1.2 Training for the SPCC Plan <br /> Personnel who are involved with handling of oil materials must be trained on the SPCC Plan. Training <br /> will focus on personnel becoming familiar with the Plan to assure adequate understanding of the <br /> provisions stated in the Plan. Training will be provided at least once per year. Documentation of <br /> training for NCYCC personnel will be recorded on the form in Appendix H. <br /> 10.2Tank Inspections <br /> All ASTs and associated piping and portable oil storage containers described in Tables 1 and 2 are <br /> inspected on a monthly and annually basis, utilizing forms in the Appendix F and Attachment G. These <br /> inspections are intended to identify any visible signs of discharge, material corrosion, unusual activity, or <br /> other potential problems. Any visible signs of discharge should be immediately reported to the HazMat <br /> Specialist who will coordinate a prompt cleanup. Any and all other recognized abnormalities should be <br /> corrected immediately by reporting concerns to Chief of Plant Operations III. <br /> Inspections shall be performed by a staff trained on the requirements of this SPCC Plan, and <br /> knowledgeable of the storage tank operations, the type of AST and its associated components and <br /> characteristic of the fluid stored. Inspection records shall be obtained for each tank. Vehicle <br /> Maintenance Garage supervisor conducts monthly and annual inspections of refueling station AST and <br /> used oil tank. <br /> 10.2.1 Generator Inspections <br /> Plant Operations performs the mechanical and electrical inspections of all emergency generators and <br /> pumps during their routine operational testing and keeps log of such inspections at Plant Operations. <br /> 10.2.2 Drum Storage Inspections <br /> The Auto Shop supervisor conducts a monthly inspection of the oil drum storage area as part of monthly <br /> area inspection, utilizing inspection form shown in Appendix F. <br /> 10.3Annual SPCC Plan Compliance Inspection <br /> The Haz Mat Specialist is responsible for an annual SPCC Plan compliance inspection to ensure that all <br /> requirements identified in this Plan are being fulfilled. <br /> 10.4 Plan Review <br /> Review of the SPCC Plan will be performed by the HazMat Specialist every five years (as required in 40 <br /> CFR 112.5(a)). A record of the review will be documented on the form provided in Appendix I. A <br /> professional Engineer will certify any technical amendments to the Plan as required in 40 CFR 112.5(c). <br /> Page 122 <br />
