• The delivery person makes a connection to electrically ground the delivery truck and system <br /> before off-loading begins. <br /> • The delivery person constantly monitors the off-loading activity. <br /> Additional guidelines include: <br /> • The fuel tanks are equipped with ground-level loading system (i.e., fill ports) and riser pipe which <br /> drain-back to the delivery truck before the loading hose is disconnected. <br /> • The loading point has a spill containment pan with 16-gallon capacity and a hand pump to collect <br /> and manage any accidental spills or leaks, which are pumped into the AST. <br /> • The system has an emergency shutoff valve. <br /> 9.1.2 Central Main Generator <br /> An outside service provider performs tank filling of these fuel tanks storing only diesel. On-site <br /> personnel trained in SPCC procedures do not provide oversight. The filling procedures are the same as <br /> above except for the following: <br /> • The fuel tanks are equipped with a top level loading system which has a spill containment bucket <br /> at the loading point. Leaked or spilled fuel drains back into the tank. <br /> 9.1.3 Emergency Generators <br /> NCYCC Auto Shop personnel perform refueling for the emergency generators located at Central <br /> Kitchen, Delta Room, and O.H. Close Units 1, 4, and Education.The filling procedures consist of the <br /> following: <br /> • All tanks are filled through a fill port located on or near the top of the tank. <br /> • A hose and nozzle is connected to the portable tank. <br /> • After removing the fill cap, the operator inserts the filling nozzle into the fill port. <br /> • The operator activates the fill pump and begins to fill the tank. <br /> • The operator watches the filling operations to ensure the tank is not over-filled. <br /> • Once the operator recognizes that the liquid level reaches near full by observing the direct <br /> reading level gauge on the tank, the operator disengages the filling nozzle to stop fuel flow. <br /> • The cap is replaced on the tank and secured shut. <br /> • The operator returns the hose and nozzle to the truck. <br /> 9.2 Fuel Dispensing Procedures at the Vehicle Fueling Station <br /> • A fuel key fob is required for fueling. <br /> • The person fueling follows the instruction posted at dispenser. <br /> • The person fueling continuously monitors the entire fueling process. <br /> 10.
